CAREC Transport Corridor I (Taraz-Korday Section) Investment Program

The Republic of Kazakhstan has applied for loans from the Asian Development Bank (ADB) for KAZ: Multitranche Financing Facility (MFF) CAREC Transport Corridor I (Taraz-Korday Section) Investment Program. The Executing Agency is the Ministry of Transport and Communications and the Implementing Agency is the Committee for Roads. The MFF comprises a number of projects under separate loans. The MFF and Project 1 loan are expected to be approved by November 2008. Project 1 loan comprises:

Civil works comprising reconstruction of 129 km of the Taraz-Korday highway: (a) Section 3: KM 404-483 (79 km) and (b) Section 6: KM 210-260 (50 km) in Zhambyl Oblast.
Advisory services support for (a) project management consultant (PMC), (b) construction supervision, (c) improvement of road maintenance system, and (d) development of intelligent transport system (ITS).
Procurement of civil works:

Project 1 involves 3 international competitive bidding (ICB) contract packages for civil works using single-stage two-envelope bidding procedure. Advanced contracting has been approved for procurement of the civil works. Procurement for civil works packages to be financed by ADB will be carried out in accordance with ADB's Procurement Guidelines (2007) and the procurement plans for the projects.

Consulting services:

It is estimated that a total of about 808 person-months of consultancy services of which 176 person-months international and 632 person-months national will be needed for Project 1. About 52 person-months of international consultants and about 98 person-months of national consultants will be required for the PMC. About 94 person-months of international consultants and about 504 person-months of national consultants will be recruited for supervision construction. About 18 person-months of international and 18 person-months of national consultants will be required to assist MOTC improves road maintenance system. Approximately 12 international and 12 national consultants will be recruited to help MOTC develop ITS strategy. All consultants will be recruited in accordance with the Guidelines on the Use of Consultants by the Asian Development Bank and its Borrowers (2007 as amended from time to time) and the procurement plans for the projects. Consulting firms will be selected and engaged using ADB's quality- and cost-based selection procedures with full technical proposals.
