3. Scope of Contract:
The Independent Authority against Corruption is an independent institution working for justice, transparency and openness in Mongolian public and private sector. The IAAC was established with the passage of the New Anti-Corruption Law on July 6, 2006. Corruption is a crime punishable by prison time. Corruption is the abuse of official authority for personal gain or to create privileges for others.
Objective of the Assignment
• Reduce and deter corruption
• Improve government policy and decision-making to reduce and deter corruption;
• Detect, and stop corruption;
• Develop mechanisms for citizens to report corruption, and investigate allegations of corruption;
• Access information and data that can expose corruption, and treat this information with confidentiality;
• Register, store and monitor asset and income declarations;
• Perform joint investigations in cooperation with the police and intelligence authority with the permission of the General Prosecutor;
The Independent Authority against Corruption consists of administration unit responsible for overall direction and management, an internal affairs unit responsible for internal integrity and ethics, and four key departments: Prevention and Public Education, Investigation, Monitoring and Research, and Administration and Finance.
The IAAC is a relatively new independent government agency with a mandate to fight corruption. To fight corruption effectively, the IAAC must join forces with citizens to be able to reduce and deter corruption, and to create a prosperous Mongolia.

The goal of the campaign:
• Change public attitude and behavior toward corruption
• Promote free and fair election
• Encourage the public to report corruption.

Objectives of Advertising
1st phase
• Increase public awareness regarding the cost of election-related bribery, and how it accrues to families and the country as a whole
• Appeal to voters not to sell their votes, and to contribute to a clean and fair election.
2nd phase
• Increase public awareness on how to report corruption to the IAAC’s corruption reporting center and hotline number 1969.
• Increase number of people reporting corruption to the IAAC center and hotline, and thereby increase citizens access and participation in fighting corruption
