Expression of Interest
(Rehabilitation/Reconstruction of Rural/Feeder Roads)

This request for Expression of Interest follows the General Procurement Notice for this project that appeared in Development Business on Monday June 27, 2005.

The Government of Sierra Leone has received a grant from the International Development Association (IDA) towards the cost of the Infrastructure Development Project (IDP) and intends to apply part of the proceeds of this grant for the payment under the contract for the selection, design, preparation of bid documents and terms of reference for supervision of rural/feeder roads in Kailahun, Kono, Koinadugu and Bonthe districts.

The works will entail:

 Technical and Socio-economic analyses necessary for the prioritization and selection of 400 Km of rural/feeder roads in the four districts;
 The preparation of an Environmental and Social Management Plan based on the Environmental and Social Management Policy Procedural Framework;
 The design of the rural/feeder roads and rural jetties rehabilitation/reconstruction intervention that is geared towards a cost-effective labour-based construction and maintenance technology;
 Preparation of all bidding/contract documents.
 Preparation of Terms of reference for supervision of contract implementation.

The Sierra Leone Roads Authority (SLRA) now invites eligible consultants to indicate their interest in providing the services. Interested Consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff etc.). Consultants may associate to enhance their qualifications.

A consultant will be selected in accordance with the procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers, May 2004.

Interested consultants may obtain further information at the address below between the hours of 09:00 and 16:00 every weekday.
