SECTION II: OBJECT OF THE QUALIFICATION SYSTEM
II.1) TITLE ATTRIBUTED TO THE QUALIFICATION SYSTEM BY THE CONTRACTING
ENTITY: TransQ, Scandinavian Transport Utilities Qualification System.
II.2) TYPE OF CONTRACT: Services.

II.3) DESCRIPTION OF THE WORKS, SERVICES OR GOODS TO BE PROCURED THROUGH
THE QUALIFICATION SYSTEM: Twelve major Scandinavian transport utilities
covering railway and aviation infrastructure and general transportation
activities with associated services have established TransQ, Transport
Utilities Qualification System, a joint supplier qualification system with
the purpose to cover a large number of product and service categories.
TransQ was initially established as a joint supplier qualification system
with indefinite duration starting 1st.10.1998 by 3 major Scandinavian
railway companies. TransQ has been established as an industry based scheme
to create opportunities for improving efficiency and reducing costs
throughout the supply chain for utilities in Scandinavia. TransQ provides
a register of suppliers and contractors to the participating utilities who
may use the scheme either as the basis for tenderer selection or together
with additional qualification criteria established by the transport
utilities in specific product or service areas for contracts subject to EU
rules. TransQ holds information on suppliers of works, services and
supplies to the Scandinavian transport utility industry, and is run and
managed on behalf of the subscribing transport utilities by Achillevs
Information AB. The purpose of TransQ is to reduce costs and
administrative workload to both purchasers and vendors, and to ensure that
all vendors' applications are dealt with fairly and consistently by the
subscribing transport utilities. The qualification process may consist of
several stages where the initial qualification stage (Stage 1) is common
for all subscribing transport utilities, while more qualification stages
may be added by the individual utilities if more information is considered
necessary to establish relevant bidder lists. If a subscribing utility
would consider that the information available after the initial
qualification stage is inadequate to establish a bidder list, a request
for additional information will be sent to qualified suppliers (Stage 2).
One of the participating transport utilities, Jernbaneverket, has
introduced a second level of qualification for some categories and
keywords. The qualification scheme consists of technical specifications
mainly for Rail Specific categories and keywords. Supplier that are
Qualified in TransQ stage one and that wish to be qualified for one or
more of these categories / keywords to Jernbaneverket have to contact
Jernbaneverket and order material. Jernbaneverket may change the
Categories and Keyword covered by the second stage Qualification at their
own discretion. An updated list of covered list is available at

subscribing transport utility organisations will use the scheme for all
requirements subject to EC procurement rules but reserve the right to
place individual notices for specific requirements where they deem it
necessary. The qualification scheme may be used for contracts not subject
to EC rules at each subscriber’s discretion. TransQ may be used by
subscribing utilities for sourcing goods and services relating to
facilities or operations outwith the European Economic Area (EEA).It is
the intention of the subscribing utilities to allow other Scandinavian
utilities to join as users of the TransQ qualification scheme. Upon new
companies joining separate Official Journal/TED notices will be published.
Since January 2007 the Participating transport Utilities has made it
possible for Main Contractors to participate in TransQ, under special
conditions, for procurement purposes.

SECTION III: LEGAL, ECONOMIC, FINANCIAL AND TECHNICAL INFORMATION
III.1) CONDITIONS FOR PARTICIPATION
III.1.1) Qualification for the system Conditions to be fulfilled by
economic operators in view of their qualification: Access to the
qualification system on a permanent basis. Suppliers and contractors may
apply for qualification at any time. Qualification in TransQ requests the
suppliers/contractors as a general rule to fulfil specific requirements
regarding: Qualification at Stage 1 requests the suppliers/contractors, as
a general rule, to fulfil specific requirements regarding:- The
qualification system is open to manufacturers and/or distributors making
business arrangements directly with the buyer (direct contractual
relationship between the manufacturers/distributors and the buyer). -
Certain basic commercial requirements must be satisfied i.e. up to date
with payment of public fees and taxes, public registration of the legal
entity, the supplier is not involved in any debt settlement proceedings or
in any other way placed under public administration. Completion of a
internet based questionnaire covering the following main information
fields: - General information - Capacity Information - Associated
companies (parent co. etc.). -Financial information - Health, Safety,
Quality, CSR and Environment System Information - Information regarding
products /services offered including references from past supplies (basic
qualification fee covers up to 40 TransQ categories) - Managing Director
of the supplier/contractor organisation to confirm the validity of the
information provided via the internet based questionnaire and grants the
subscribers the right to perform QA, CSR and HSE audits upon prior written
notice. - A copy of the company’s Certificate of Incorporation.
Qualification of suppliers at stage 1 is conducted on the basis of
satisfactory response to the individual requirements listed above, and
information provided via internet based questionnaire (for PC) related to
the individual supply being considered. The utilities may in an objective
and non-discriminatory manner select a suitable number of suppliers
(qualified on basis of the above criteria) who will be invited to tender
for a contract in question without further notification of requirements in
the 'Supplement to the Official Journal of the European Communities. For
interested suppliers/contractors, a full set of qualification
documentation and material can be requested from the Co-ordination Unit as
listed in Section 6 below (home page: http://www.transq.com). Applicants
will be sent a registration form, which should be returned, accompanied by
the registration fee, levied as a contribution towards the annual
administration costs of the system. Upon receipt of the registration form
and fee, a questionnaire will be sent to applicants. The cost of
qualification is set at SEK 4.500 payable prior to the despatch of the
qualification material. VAT at 25 % will be added for Swedish suppliers.
For suppliers and contractors already qualified under this scheme no
immediate actions would be required, as a reminder for renewal will be
sent directly to such companies well before expiry of the qualification
period (12 months). For suppliers and contractors already qualified for
previously published product/service categories, and wish to update their
information in the qualification system, an updated set of the
qualification material is available from the Co-ordination Unit. One (1)
free updates included in the qualification fee. The fee for additional
updates The is set at SEK 2.250. The qualification system is in principle
of unlimited duration, but supplier/contractor information must be updated
minimum once per year.
SECTION IV: PROCEDURE
IV.1) AWARD CRITERIA
IV.1.1) Award criteria: The most economically advantageous tender in
terms of the criteria stated in the specifications, in the invitation to
tender or to negotiate.
