Request for Quotation - Q7350090001 - Small Business Set Aside - Conservation of Historic Wallpaper in the Dining Room of the Texas White House located in Stonewall, Texas. NAICS code 238320; Small business size standard: $13.0 million; project Magnitude $25,000 to $100,000. The Government will award a firm fixed price contract. Work must be completed by March 1, 2009. The work of this contract requires all work to be completed by professionally-trained paper/wallpaper conservator with proven experience in wallpaper restoration and installation. Make photographic record before, during and after treatment and provide treatment report to park with images. Maintain the original fabric. Treat existing wallpaper in-situ. Surface clean all walls. Treatment shall consist of cosmetic methods to disguise the staining and improve the rendering of the overpaint on the east and south walls. Bridge the cracks without adhesive, if possible. Do not remove earlier studio treatment because of the solidity of the overall adhesion and the fragile nature of the paper support. This is also part of the history of the house and the dining room. The contractor will be required to protect the wood parquet flooring in the dining room from scratches, gouges, and drips from paint or other materials used. Contractor will clean up work area and remove trash upon completion of work. Total cost to include time and materials for the following: In-studio preparation; on-site cleaning, repairs, overpainting;documentation and administration; all materials and supplies; travel and lodging expenses. Project will be conducted under a single prime contract. It is highly recommended that the Contractor visit the job site prior to submitting a quote. Work will be completed in accordance with government furnished specifications. A paper solicitation will not be issued and electronic submission of contractor quotes will not be accepted. This is a best value procurement and award will be made based on price and price related factors. The Government will not accept an offer for award on the basis of superior capability without concern for price of the offer. Non-price evaluation factors, when combined, are approximately equal in importance to price. Factors include, but may not be limited to: past performance, demonstrated abilities (experience) with projects conducted within fragile and historic structures.
