3. Scope of Contract:
The Government Service Council (GSC) of Mongolia is aiming to create a consolidated information system for government services’ human resource management since 2004.
Under the Public sector reform project financed by Asian Development Bank (ADB), the IT hardware supply and software development was procured at the GSC. The Contractor of the Software development was Interactive Co., Ltd, a local software development company which was selected to provide a customized software solution for a human resource management information system for civil service. The software system that has been developed by Interactive Co., Ltd (Consultant) and deployed at the GSC (the Client), since its deployment is currently satisfying the requirements set by the Client for an integrated civil servant information system. It is a technologically mature and rich system that provides many functionalities and features such as multi-user mode over a LAN, ability to import/export data from/to remote field offices or units offline/online to consolidate data, generate various types of reports and inquiries on different information (i.e. age, sex, education, position, level, training, etc.) and ability to sort, filter, count and any other required statistical processing.
At the present, this human resource management software successfully installed and deployed in the civil service offices of 21 aimags and 9 districts of UB city. It is operating in about 100 government entities including the Parliament, Government of Mongolia, Office of the President, government agencies, and all levels of legal and judiciary organizations, etc. The software is useful and beneficial tool for information reports on statistics and dynamics of civil servants. The system stores CVs, positions, grades, movements, payroll, bonuses, other sources of income for civil servants, consolidates payroll expense data at all levels of civil service, enables a comparative analysis on savings and losses from the approved budget for payroll, etc.
The Client has successfully prepared the civil servant’s profile report for 2006 and 2007 using the software and closely cooperated with the Consultant. Within the software warranty period, the Consultant has provided professional technical support for the Client and 100 government entities, but this warranty period expired in 2006. Currently, the software is being used appoximately at 100 government entities and each entity is using at least 2 PC’s - one Linux server and one MS Windows workstation. The Linux server usually requires maintenance but most government entities don’t have an Uninterrupted Power Supply (UPS) and sufficient technical experience. Meantime, recent changes on legal and regulatory framework required significant update and improvement of Software.
The consultant will need to provide support services until a new Government HRMIS is deployed and implemented at the Client, The Consultant has agreed to perform the services with highest standard of professionalism, ethical competence and integrity and continue to provide their professional services as provided in previous years, working closely with the Client. Therefore the Client requires extra resources to maintain the existing software until the new HRMIS deployed at the Client.
Main activities of the services are:
1. Update current human resource management (HRM) database and software;
2. Train and assist capacity building of the Client staff for further updating HRM database and software;
3. Software support and maintenance till establishment of a new HRMIS and
4. Prepare current database for migrating to a new HRMIS.
