SECTION II: OBJECT OF THE CONTRACT
II.1) DESCRIPTION
II.1.1) Title attributed to the contract by the contracting authority:
Framework Agreement for the Supply of Prion Reduction Systems.

II.1.4) Short description of the contract or purchase(s): The NHSBT
requires a Framework Agreement for the Supply of Systems for the removal
of Infectious Prions from Whole Blood and/or Red Cells for Transfusion.
Due to the new and still emerging technologies in this market the NHSBT
requires potential suppliers to submit their systems for independent
evaluation of efficacy. To be considered for this programme of independent
evaluation, data must be supplied as outlined below. Following initial
review of the data the NHSBT will issue an Invitation to Tender in 1st
August 2007 to participating suppliers. A Framework Agreement will be
issued to successful supplier(s) in 1st Januray 2008 and will be followed
by a mini-tender against the Framework prior to purchase of systems as
required. Supplies under this Framework will only take place if an
instruction from the Department of Health is received to implement the
technology. The closing date for consideration and submission of such data
is 17th July 2007. To be considered for the independent evaluation, the
following data needs to be submitted: • Demonstration of a minimum of 3
log reduction in infectivity in brain homogenate spike studies and >1 log
reduction (to the limit of detection) in endogenous infectivity studies.
Suppliers will also need to state their position with regard to CE
marking. • Demonstration that data from prototypic devices translates to
the clinical device. In addition, suppliers will also need to provide
evidence of the following: • Assessment of system variables: Suppliers
should demonstrate the efficacy of the process under two sets of
conditions, blood which has been stored at 4ºC and at ambient temperature.
• Process control: The companies should propose suitable surrogate markers
to apply statistical process control over the prion reduction systems. •
Extension of study to plasma and platelet concentrates: At present prion
reduction systems are only applicable to red cell concentrates. The
extension of this work to whole blood, platelet and plasma concentrates is
encouraged. The NHSBT recognises this is new technology and suppliers who
do not necessarily meet all of our requirements at this stage or who are
unable to provide all the data can be considered at a later date since we
will be repeating this Framework approach during 2008. Technical Capacity:
Suppliers also need to submit a list of technical facilities, audit
standards, production capacities & control measures. Duration of the
Framework Agreement: 4 years Commencement of Framework Agreement: 1st
January 2008 Award Criteria: for example, Quality – 30 %, Technical
Specification – 40 %, Cost –20 %, Delivery – 10 %.
