The GOVERNMENT OF ROMANIA has received a loan from the International
Bank for Reconstruction and Development in the amount of USD
40,000,000 equivalent toward the cost of the Rural Development
Project, and it intends to apply the proceeds of this loan to payments
under the contract for Procurement of Office Equipment for PMU and
PIUs. Bidding for contracts financed by the International Bank for
Reconstruction and Development will be governed by the procurement
rules specified in the World Bank Procurement under IBRD Loans and IDA
Credits[1]. It is open to all bidders from eligible source countries
as defined in the guidelines.

In Phase 1 (4 years) the RDP will improve local public administration
capacity for participatory infastructure investment (through
TA/training program), and it will improve access to infrastructure
services for rural inhabitants in pilot areas (through
water/sanitation and roads grants).

Ministry of Public Administration now invites sealed bids from
eligible bidders for the following lot:

- computers & peripherals (Computer equipment and supplies)
- copiers (Copying equipment)
- communication equipment (Telecommunications equipment and
supplies)

Bidding is allowed for whole lots only.

Interested eligible bidders may obtain further information from and
inspect the bidding documents at Ministry of Public Administration at
the address below from 08:30 to 16:30. A complete set of bidding
documents in English may be purchased by interested bidders on the
submission of a written application to the address below and upon
payment of a nonrefundable fee of USD 50. or equivalent. The method of
payment will be: in case of a domestic bidder, the payment shall be
made in ROL in the form of a cashier check or a direct
deposit/transfer in favor of the Ministry of Public Administration,
BANC POST Account No. 251101.183704022454012. In the case of a foreign
bidder, the payment shall be made either in ROL, following the same
procedure as per domestic bidders or in US$ in form of a cashier check
or direct deposit/transfer in favor of the Ministry of Public
Administration, BANC POST, Account No. 251101.283704022454013002. All
bank charges shall be born by the bidder. The document will be sent by
by special courier, when adding US$ 25 or equivalent.

Bids must be delivered to the address below by 11:00 on 20 November
2002. All bids must be accompanied by a bid security equivalent to USD
4500. or equivalent. Late bids will be rejected. Bids will be opened
in the presence of bidders' representatives who choose to attend at
the address below on 20 November 2002 at 11:00.
