Eligibility of Bidders:    Education: Candidate should have PhD or Master degree in administration law, or politics, economics and social sciences; or equivalent experience.
 Experience: A minimum of 5 years of experience in AID systems relevant to Mongolia. A minimum of 5 years of experience in training/consulting in the field of anticorruption. Experience in a governmental agency in charge of managing AID system will be a plus.
 Language skills: Candidate should be fluent in English and have strong writing and spoken skills;
 Excellent interpersonal skills with the ability to function effectively and collaboratively in a team environment; and
 Ability to communicate effectively at all levels of government, and function collaboratively in a team environment; and knowledge of World Bank procedures would be an added advantage

3. Scope of Contract:

Improve Anti-Corruption Framework is a sub-component of the Governance Assistance Project (GAP) and its main objective is to implement an effective conflict of interest framework for reducing corruption and increasing integrity in the Mongolian Public Administration. This will be realized by producing such outputs as a functional system of income and asset declaration and disclosure, and a code of conduct framework for conflict-of-interest prevention and resolution.

The Independent Authority against Corruption of Mongolia (IAAC) is organizing collection, registration, storage and examination of Asset and Income Declarations (AID) of public employees in accordance with its main duties stipulated in the Anti-Corruption Law.

The establishment of the system of Income and Assets declarations and collection of AIDs has been a new task for Mongolia. Currently, 42000 public employees who are required to submit AIDs and 780 executive public employees nationwide are charged with collection and storage of AIDs.

Since the Parliament has passed the Anti Corruption Law in 2006, there have been numerous issues in the process of establishment of AID collection mechanism in Mongolia and implementation of the Anti Corruption Law, such as shortcomings in drafting the AID form, collection of AID forms from too many public officials and in establishing the control mechanism over AID information collection.

In this regard the project has published procurement notice and selected individual consultant for following tasks.

 Drafting detailed description of duties and functions of the process of registration, storage and examination of AIDs;
 Analysis of reports related to AID collection in 2006 and 2007 and giving recommendation for improvement of AID related work;
 Introduction of other countries experience with AID systems, with description of legal environment, collection process, use, monitoring, and effectiveness and preparation of policy recommendations for improvement of Mongolian Anti-Corruption Law, organization of public discussion regarding these matters; and
 Conduct a training for IAAC executives and employees and advise in these field as well as introducing international experience in the field; and
 Suggest a suitable software program or any other appropriate tools for conducting analysis and train the division staff.
