This combined sources sought/synopsis is for information and planning purposes only; it is not to be construed as a commitment by the Government. A contract may not be awarded as a result of this combined sources sought/synopsis. The Contracting Center of Excellence (CCE) at ACC Fort Belvoir, on behalf of the Installation Management Command intends to procure all personnel and other items necessary to provide non-personal support services to IMCOMs Enterprise Conference Management Branch. Please limit the length of packages to ten (10) pages. Packages over 10 pages will not be evaluated. Interested businesses are encouraged to submit their capability packages outlining their experience in the following key areas: Army Command Level Enterprise Conference Management, After Action Compilation and Analysis, Critical Path and Work Breakdown, Suspense Management, Cost Reporting and Analysis, and Customer Services.

The following questions must be answered as part of the packages: (1) Financial Capability- Does your firm have the financial capability to abide a negative cash flow until initial payment is made (2-3 months)? (2) Past Performance- Show your firms relevant past performance within the last three years (include contract numbers, contract type, dollar value of each procurement, point of contracts, and brief description of the work performed) (3) Corporate Experience- Show your firm's work experience similar in nature, scope (25-1600 attendees), complexity, and difficulty of work for large scale Enterprise Conference Management (in excess of 120 events per year)? (4) Professionalism - What training and certifications do your conferences managers / staff possess? (5) Analysis - Provide examples of conference budgeting, ROI analysis and after action reports.

A Firm Fixed Price contract is anticipated but is not the sole option. The period of performance is a base period of (1) one year and (2) two one year extension periods. Work will be performed in the Washington D.C. metro area. Contractor personnel will require a current security clearance.
