Contract specifications
6. Description of the contract: The coastal plain of Guyana is a narrow
strip of land stretching along 425 km between the borders of Venezuela and
Suriname. Almost 90 % of the country's population and economic activity
are concentrated in Guyana's coastal zone. Large sections of this zone lie
0,5 to 1,0 m below spring tide level, being subject to flooding and
erosion and are thus protected by a system of sea defences.
The sea defence sector has been for many years beneficiary of EDF support,
which continues under the 9th EDF. Works for reconstruction and
rehabilitation/maintenance are therefore required.
The works for reconstruction will cover an extension of approximately 1,5
km mainly in 2 areas:
1) east coast Demerara (Greenfield–Bee Hive–Clonbrook–Ann's Grove); and
2) Corentyne (Springlands).
The works for rehabilitation/maintenance will cover an extension of
approximately 18 km distributed in 3 main areas as following:
1. east coast Demerara (Nooten Zuil, Better Hope, Melanie, etc.) —
approximately 8 km*;
2. west coast Demerara (Metem -meerzorg, Zeelugt, Wakenaam, etc.) —
approximately 5 km*;
3. Essequibo (Onderneeming, Johanna Cecilia, Walton Hall, etc.) —
approximately 5 km*.
*Note: These are not continuous km.
The nature of works to be executed can be divided in 3 main categories:
a. construction of new sea defences consisting of a earthen dike with
riprap slope protection;
b. rehabilitation of existing sea defences by replacing the concrete
seawall by a new mass concrete seawall and/or replacing the concrete
slope/berm constructions;
c. maintenance of the existing sea defences by filling joints, injection
of cracks and holes in the concrete slabs and other concrete repair work.
7. Number and titles of lots: The contract will consist of 2 lots,
namely:
lot 1: reconstruction of approximately 1,5 km of sea defences in
Springlands and Clonbrook;
lot 2: rehabilitation and maintenance of approximately 18 km of sea
defences.
Terms of participation
8. Eligibility and rules of origin: Participation in tendering is open on
equal terms to all natural and legal persons (participating either
individually or in a grouping (consortium) of tenderers) which are
established in 1 of the Member States of the European Union contributing
to the European Development Fund and ACP States and international
organisations as authorised by the instrument applicable to the programme
under which the contract is financed (see also heading 22 below). All
works, supplies and services under this contract must originate in 1 or
more of these countries.
9. Grounds for exclusion: Tenderers must submit a signed declaration,
included in the tender form for a works contract, to the effect that they
are not in any of the situations listed in point 2.3.3 of the 'Practical
Guide to contract procedures for EC external actions'.
10. Number of tenders: Tenderers may submit only 1 tender per lot.
Tenders for parts of a lot will not be considered. Any tenderer may state
in its tender that it would offer a discount in the event that its tender
is accepted for more than 1 lot. Tenderers may not submit a tender for a
variant solution in addition to their tender for the works required in the
tender dossier.
11. Tender guarantee: Tenderers must provide a tender guarantee of EUR 45
000 — for lot 1 and EUR 85 000 — for lot 2 when submitting their tender.
This guarantee will be released to unsuccessful tenderers once the tender
procedure has been completed and to the successful tenderer(s) upon
signature of the contract by all parties. This guarantee will be called
upon if the tenderer does not fulfil all obligations stated in its tender.
12. Performance guarantee: The successful tenderer will be asked to
provide a performance guarantee of 10 % of the amount of the contract at
the signing of the contract. This guarantee must be provided together with
the return of the countersigned contract no later than 30 days after the
tenderer receives the contract signed by the contracting authority. If the
selected tenderer fails to provide such a guarantee within this period,
the contract will be void and a new contract may be drawn up and sent to
the tenderer which has submitted the second best admissible tender.
13. Information meeting and/or site visit: An optional information
meeting and/or site visit will be held on 29.10.2008 (9:00), Guyana time
and will take place at:

14. Tender validity: Tenders must remain valid for a period of 90 days
after the deadline for submission of tenders.
15. Period of performance: Lot 1: 14 months of execution of works.
Starting from the date specified by the contracting authority via an
administrative order until certificate of provisional acceptance is
issued.
Lot 2: 23 months of execution of works. Starting from the date specified
by the contracting authority via an administrative order until certificate
of provisional acceptance is issued.
Selection and award criteria
16. Selection criteria: The selection criteria are provided in Section 4
of the instructions to tenderers.
The main criteria are:
for Lot 1 as follows:
1. the annual turnovers in the past 5 years on projects of the same nature
as the works of lot 1 must be equivalent to EUR 3 000 000 per year;
2. if the tenderer is a sole tenderer he also has access to sufficient
credit and other financial facilities to cover the required cashflow for
the duration of the contract. In any case, the amount of credit available
for the works for lot 1 must exceed the equivalent of EUR 2 000 000;
3. the tenderer must have completed at least 2 projects of the same
nature/complexity comparable to the works concerned under lot 1 over the
last 4 years. These 2 projects must have included the placing of at least
20 000 tonnes of armourstone;
and for lot 2 as follows:
1. the annual turnovers in the past 5 years on projects of the same nature
as the works of lot 2 must be equivalent to EUR 4 000 000 per year;
2. if the tenderer is a sole tenderer he must have access to sufficient
credit and other financial facilities to cover the required cashflow for
the duration of the contract. In any case, the amount of credit available
for the works for lot 2 must exceed the equivalent of EUR 3 000 000;
3. the tenderer must have completed over the last 5 years:
— at least 1 project involving the repair of concrete of civil structures
with a minimum value of the concrete repair works of EUR 500 000, and
— at least 1 project involving concrete works with a volume of concrete of
at least 5 000 m³.
17. Award criteria: Price.

upon payment of GYD 50 000 (Guyanese dollars) which excludes courier
delivery. It is also available for inspection at the premises of the
contracting authority, address as in point 5 above. Tenders must be
submitted using the standard tender form included in the tender dossier,
whose format and instructions must be strictly observed.
