Eligibility of Bidders:   The consultant should have at least the following backgrounds, skills and experiences:
• The consultant should have a degree in information technology, specially software and a similarly relevant discipline.
• The consultant should have at least 5 years of successful operational experience of human resource information management system including development, installation, and provision of technical support for Human Resource Management Information Systems of similar functional/technical characteristics and of a comparable scale, and in conducting and managing such an assignment in an international environment.
• This person should also possess excellent communication skills to work in team environment

On Supply and Installation of Software and Hardware for HRMIS at the Government Service Council of Mongolia

Request for Expressions of Interest (Terms of Reference included)
This request for expressions of interest follows the general procurement notice (GPN) that appeared in UN Development Business No. 677 of 30 April, 2006.

A. BACKGROUND
The Government of Mongolia has received a credit from the International Development Association toward the cost of Economic Capacity Building Technical Assistance Credit (ECTAC) project, and it intends to apply part of the proceeds of this credit to payments under the agreement(s) resulting from this IFB: the Supply, Installation, Integration, Testing and Commissioning of Software and Hardware for the Human Resource Management Information System (HRMIS) Contracts.
The Government of Mongolia is willing to establish the HRMIS that addresses the computing needs of the government in respect of the civil servants from recruitment to retirement. The HRMIS will be operational in 4000 budget entities, have about 140,000 users in central and local government organizations.
Invitation for Bids on Supply, Installation, Integration, Testing and Commissioning of Software and Hardware for the HRMIS will be announced by October 2008 and the bid will be evaluated just after the bid opening.
Selection of highly satisfactory Bidder is most important for successful implementation of HRMIS, therefore the Government of Mongolia is willing to hire highly qualified IT professional to assist in HRMIS bid evaluation.

B. OBJECTIVE OF THE ASSIGNMENT
The objective of this assignment is to provide professional assistance to the Government of Mongolia during the bid evaluation on technical evaluation in order to provide the accuracy and speed of the evaluation process and to assist the Evaluation Committee in selecting the right vendor for Supply, Installation, Integration, Testing and Commissioning of HRMIS.
C. SCOPE OF WORK
The Government of Mongolia is seeking to engage an international consultant of the highest repute with more than 5 years of experience in Human resource information management system to provide advisory services in effectively implementing the HRMIS in government wide.
The duties and responsibilities for the consultant will include, but not limited to:
• Review the Bidding Document to understand the purchaser’s technical requirements and clarifications which was received from the Bidders upon the request for clarification during the bid evaluation;
• Examine the bids to determine whether each bid is of acceptable quality, is complete, and is substantially responsive to the Bidding Documents in order to ensure the accuracy of a pre-qualification process made by the Evaluation Committee and to ensure that each bid is from a pre-qualified Bidder and afterward to introduce his/her own conclusion about pre-qualification evaluation to the Evaluation Committee;
• Assist the Evaluation Committee to make a detailed technical evaluation carefully studying each bid proposals helping the Purchaser to select the right vendor;
• Make his/her own evaluation as a professional and compare own mark with Evaluation Committee’s mark and discuss with Evaluation Committee members and instruct if there is a big difference of evaluation scores.
• Assist the Evaluation Committee in preparing and finalizing evaluation report with justification.

In connection with the above mentioned work, the deliverables for the consultant will include, but not be limited to:
• Pre-examination report on preliminary examination of Bids made by the Evaluation Committee;
• Bid Evaluation Report and Justification for Recommendation for Award of Contract.

CONSULTANT’S QUALIFICATIONS / SELECTION CRITERIA
The consultant should have at least the following backgrounds, skills and experiences:

D. SUPERVISION, REPORTING AND DELIVERABLES
The Consultant will work as a professional advisor to the Evaluation Committee to evaluate the HRMIS bid.
All information provided including Bidding Documents, Bids submitted and etc. will be regarded as confidential and will not be shared with any outside individuals or organizations. A notebook will not be provided by the organization, the international consultant will use his/ her own notebook.

E. CONTRACT DURATION
It is estimated that the level of effort would be approximately 10 person-days. The assignment will require one field trip to Mongolia that will be made right after bid opening.

F. DEADLINE FOR SUBMISSION OF EXPRESSIONS OF INTEREST AND CONTACT

The GAP Project Coordinating Unit now invites eligible individual consultants to express their interest in providing these services. Interested consultants must provide information indicating that they are qualified to perform the services (CVs, description of similar assignments, and experience in similar conditions).
Consultant (individual consultant) will be selected in accordance with the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers, May 2004.
Deadline for submission of Expressions of Interest is September 22, 2008 (Local Ulaanbaatar time). Expressions of Interest must be delivered to the address below:
