INVITATION FOR BIDS
INFORMATION TECHNOLOGY EQUIPMENT FOR CADASTRAL OFFICES
IFB No: SGA/B/ICB/08/01
International Competitive Bidding (ICB)

1. The Government of the Republic of Croatia has received a loan from the International Bank for Reconstruction and Development toward the cost of the Real Property Registration and Cadastre Project. The Project is co-financed by the European Union CARDS Grants and it is planned to apply part of the loan proceeds to payments under the contract for the procurement of IT equipment for cadastral offices.

2. The Project Implementation Unit, on behalf of the State Geodetic Administration, now invites sealed bids from eligible bidders for the supply of:

The Bidder must include in its bid all items specified under the LOT. The bids offering partial items within the Lot or partial quantity of an item will be rejected as non-responsive. Bids will be evaluated on the basis of their technical and financial merits and the contract awarded to the Bidder whose bid will be considered to be substantially responsive in technical terms, and will be financially the lowest bid.

The successful Bidder shall be required to deliver and install, as required in the bidding documents, all the equipment under the LOT within the period of 6 weeks from the date of the contract signing. The equipment shall be delivered to the State Geodetic Administration.

3. The bidding will be conducted through the international competitive bidding procedures specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits, January 1995 (revised January and August 1996, September 1997, and January 1999), and is open to all bidders from eligible source countries as defined in the Guidelines.

4. Interested eligible bidders may obtain further information from the Project Implementation Unit and inspect the bidding documents at the address given below from Monday to Friday between 09:00 and 16:00 hours local time.

5. The bidding documents (available only in English) may be purchased from the Real Property Registration and Cadastre Project, at the address below.
The documents are available against presentation of the proof of payment of a non-refundable fee of HRK 1075 or EUR 150 or USD 221. The documents shall be sent by a courier or collected by the authorized representative of the Bidder at the address below.

The method of payment should be a deposit to the specified account of the Real Property Registration and Cadastre Project as follows:
• For payments in HRK (Croatian Kuna): direct deposit or transfer to the bank account of the State Geodetic Administration (MB 0936693), no. 1001005-1863000160, code: 63, description no. 9733-6120-6640222 in favor of the State budget of the Republic of Croatia.
• For payments in all other currencies: direct deposit or transfer to the bank account, IBAN code: HR3223400091510296928 opened at Privredna Banka Zagreb d.d., Rackoga 6, Zagreb, in favor of the Real Property Registration and Cadastre Project.

6. All bids must be accompanied by a bid security (bank guarantee) of EUR 5,550 or HRK 40,000 or an equivalent amount in a freely convertible currency, and be delivered at the address below before 11 a.m. (local time) on October 14, 2008. The bids will be opened on the same day at 11 a.m., in the presence of the bidders’ representatives who choose to attend, at the address below. Late bids will be rejected.
