· The Bidder must have at least 40 IT staff employees, of which at least 1 certified engineer for each software product, AND at least 2 certified computer hardware engineers for desktop PCs and servers, AND at least 2 certified printer/scanner engineers, AND minimum 2 certified system engineers and 10 technicians working as technical support;
· The Bidder must have 0-24h help-desk in function during the past year;
· The Bidder must have annual turnover of at least USD 5,000,000 for last three (3) years, of which at least 25% from computing servers and desktop PCs related business and services;
· The Bidder must provide the Statement that the Managers or responsible persons have not been convicted for crimes related to business in the last five years

Invitation for Bids

has received a loan from the International Bank for Reconstruction and
Development in the amount of USD 13,930,000 equivalent toward the cost
of the Trade and Transport Facilitation in Southeast Europe Project,
and it intends to apply the proceeds of this loan to payments under
the contract for Supply and Installation of Hardware and Standard
Software. Bidding for contracts financed by the International Bank for
Reconstruction and Development will be governed by the procurement
rules specified in the World Bank Procurement under IBRD Loans and IDA
Credits[1]. It is open to all bidders from eligible source countries
as defined in the guidelines.

The Trade and Transport Facilitation in Southeast Europe Project for
Croatia focuses on four main objectives as part of an export-oriented
development strategy: a) reducing the size of the public sector and
increasing efficiency; b) improving governance; c) creating conditions
for competitive real sector improvements; and d) containing poverty.
The project also supports the enforcement of several international
conventions relating to the environment. There are four main project
components. The first improves customs procedures by aligning them
with European Union standards and developing a monitoring mechanism;
provides training on new procedures; and designates border and inland
customs stations to serve as test sites for ideas to improve
operations. The second component supports trade facilitation by
strengthening the private-public partnership and improves the
performance of trade facilitation agents. The third component improves
the customs information system by using electronic messaging system,
making electronic payment of duties, using digital
signature--including the selection of the most appropriate translator
and digital signature software, implementing computer valuation and
tariff classification systems, and upgrading to a web-based system. It
also increases the number of computers and printers, purchases
Internet service servers, provides technology software, and upgrades
infrastructure for servers. The fourth component improves border
crossing facilities..

Ministry of Finance now invites sealed bids from eligible bidders for
the following lots:

- Lot 1:

- · Supply of Computing, Printing and Scanning Hardware and
Software Equipment; (Office and computing machinery, equipment and
supplies)

- Lot 2:

- · Supply of Computing, Printing and Scanning Hardware and
Software Equipment; (Office and computing machinery, equipment and
supplies)

- Lot 3:

- · IT System integration; (Computer systems)

- Lot 4:

- Training of IT staff; (Training services)

- Lot 5:

- Maintenance and technical support (System maintenance services)

· The Bidder must have completed minimum of one (1) successful

A Two-stage Bidding Procedure will be adopted and will proceed as
follows: (a) The First Stage Bid will consist of a technical bid only,
without any reference to prices, and a list of any deviations to the
technical and commercial conditions set forth in the Bidding Documents
or any alternative technical solutions a Bidder wishes to offer, and a
justification therefore, always provided that such deviations or
alternative solutions do not change the basic requirements specified
in the Bidding Documents. Following evaluation by the Purchaser of the
First Stage Bids, the Purchaser will invite each Bidder who adequately
meets the minimum acceptable qualification criteria and who has
submitted a sufficiently technically responsive First Stage Bid to a
Clarification Meeting(s), during which the Bidder’s bid will be
reviewed and all required amendments, additions, deletions and other
adjustments will be noted and recorded in a Memorandum. The Purchaser
reserves the right to decline to invite a Bidder to submit a Second
Stage Bid, if the Bidder’s First Stage Bid contains departures from
the Purchaser’s requirements in such numbers or such nature that it
cannot be reasonably expected that it can become a fully responsive
bid within the time frame of the two-stage process. Other suitably
qualified and eligible Bidders shall receive invitations to submit
Second Stage Bids. (b) The Second Stage Bid will consist of: (i) an
updated technical bid incorporating all changes required by the
Purchaser as recorded in the Memorandum to the Clarification
Meeting(s) or as necessary to reflect any amendment to the Bidding
Documents issued subsequent to submission of the First Stage Bid; and
(ii) a commercial bid. The attention of prospective Bidders is drawn
to: (i) the fact that they will be required to certify in their bids
that all software is either covered by a valid license or was produced
by the Bidder; and (ii) that violations are considered fraud which is,
among other remedies, punishable by potential blacklisting from
participation in future World Bank-financed procurement.

Bidding is allowed for whole lots only.

Interested eligible bidders may obtain further information from and
inspect the bidding documents at Ministry of Finance at the address
below from 09:00 to 11:00. A complete set of bidding documents in
English may be purchased by interested bidders on the submission of a
written application to the address below and upon payment of a
nonrefundable fee of HRK 2500. or in equivalent amount of convertible
currency equal to USD 300. The method of payment will be: bank
transfer to account of Ministry of Finance – Customs Directorate No.
2390001-1500001893 placed in the Hrvatska poštanska banka, with
indication of Code: 33 (TTFSE Project, IT-01-3-ICB - “za natječajnu
dokumentaciju”), for local bidders. Foreign bidders shall pay to the
account of 702000-VAL-9182800-132344-240 with indication: (TTFSE
Project, IT-01-2-ICB - “for bidding documents”), placed in the
Privredna banka Zagreb d.d. Information including names of potential
Bidders and contact persons telephone and facsimile numbers, cable,
e-mail and mailing address should be provided in the application to
facilitate communications during the bidding process. The document
will be sent by surface mail to local bidders or by airmail to foreign
bidders.

Bids must be delivered to the address below by 13:00 on 8 November
2002. All bids must be accompanied by a bid security equivalent to HRK
300000. All Second Stage Bids must be accompanied by a bid security.
Late bids will be rejected. Bids will be opened in the presence of
bidders' representatives who choose to attend at the address below on
8 November 2002 at 00:00.
