Request for Expressions of Interest

SERBIA AND MONTENEGRO

Loan No. 37080

The Federal Republic of Yugoslavia has received a loan from the
International Development Association in the amount of USD 5,000,000
equivalent toward the cost of the Montenegro Emergency Stabilization
of Electricity Supply Project, and it intends to apply the proceeds of
this loan to payments under the contract for Power Distribution Pilot
Consulting Services.

The proposed credit will have two main components:Power Distribution
Pilots: Under this component funding will be provided for the supply
and installation of equipment and provision of consulting services
needed to automate metering and billing in selected distribution areas
in Podgorica, Niksic, Herceg Novi and Bijelo Polje and refurbish power
distribution and supply facilities.Financial Management System: Under
this component funding will be provided for the supply and
installation of a computer-based financial management system as a part
of the corporate MIS in EPCG. This component will also include
technical assistance to EPCG in design, procurement and implementation
of MIS.

Electric Power Company of Montenegro now invites eligible consultants
to indicate their interest in providing the following services:

- Lot 1:

- include provision of technical assistance for design and
implementation of metering and billing system (Meter reading
service)

- Lot 2:

- The consultant is expected to define in cooperation with
specialists from Electric Power Company of Montenegro (EPCG) types
of metering and billing system and related communications, to
prepare technical documentations and technical specifications,
bidding documents, to assist in evaluation of submitted bids, to
monitor the implementation of the metering and billing system and
to assist in the preliminary and final acceptance of the system
(Documentation services)

Expected duration of the consulting services is 2 years.

Interested consultants must provide information indicating that they
are qualified to perform the services (brochures, description of
similar assignments, experience in similar conditions, availability of
appropriate skills among staff, etc.). Consultants may associate to
enhance their qualifications. Consultants will be selected in
accordance with the procedures set out in the |World Bank| Selection
and Employment of Consultants by World Bank Borrowers[1].

below from 08:00 to 12:00. Expressions of interest must be delivered
to the address below by 14 October 2002.
