GENERAL PROCUREMENT NOTICE

SERBIA AND MONTENEGRO

EMERGENCY STABILIZATION OF ELECTRICITY SUPPLY
IN THE REPUBLIC OF MONTENEGRO PROJECT

Credit No. 3708 YF

This GPN updates that published in Development Business No. 592 on October 16, 2002.

Serbia and Montenegro has received a credit from the International Development Association (IDA) in the amount of US$ 5 million equivalent toward the cost of the Emergency Stabilization of Electricity Supply in the Republic of Montenegro Project, and it intends to apply the proceeds of this credit to payments for goods, works, related services and consulting services to be procured under this project. The project will include the following components:

- Power Distribution Pilot: Under this component funding will be provided for the supply and installation of equipment needed for remote metering, automated billing and demand side management in selected distribution areas in Podgorica, Niksic, Herceg Novi and Bijelo Polje. This component will also fund technical assistance for design, procurement, training and implementation of the pilot project and its monitoring and evaluation.

- Management Information System: Under this component funding will be provided for the supply and installation of computer-based Management Information System (MIS) in the Electric Power Company of Montenegro (EPCG). This component will also fund technical assistance for design, procurement, training and implementation of MIS in EPCG.

Procurement of contracts financed by the credit will be conducted through the procedures specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits, January 1995 (revised January and August 1996, September 1997, and January 1999), and is open to all bidders from eligible source countries as defined in the guidelines.

Specific procurement notices for contracts to be bid under the World Bank’s international competitive bidding (ICB) procedures and for large-value consultants’ contracts will be announced, as they become available, in Development Business, in local newspaper “Pobjeda” and in Official Gazette of Montenegro (“Sluzbeni list Republike Crne Gore”).

Prequalification of suppliers and contractors will be required for the following contracts:
- Metering and Billing System
- Management Information System.
