at the Independent Authority against Corruption of Mongolia

Request for Expressions of Interest (Terms of Reference included)

This request for expressions of interest follows the general procurement notice (GPN) that appeared in UN Development Business No. 677 of 30 April, 2006.

A. BACKGROUND

The Government of Mongolia has received a grant from the International Development Association (IDA) under Governance Assistance Project (GAP). GAP is designed around three main components and a small component on project coordination & management comprising: (i) Management of Public Finance; (ii) Fostering Accountability and Monitoring; (iii) Investment Climate; and (iv) Project Coordination and Evaluation. The objectives of GAP are to improve the efficiency and effectiveness of key governance processes in public finance management, accountability and monitoring and investment climate. Improve Anti-Corruption Framework is a sub-component of the Governance Assistance Project and its main objective is to implement an effective anticorruption framework for reducing corruption and increasing integrity in the Mongolian Public Administration.

The Anti –corruption Law of Mongolia, 2006, Article 18 of which provides that one of the major functions and mandate of the Independent Authority against Corruption (IAAC) is to conduct a survey on the scope, forms and the causes of corruption at least once every two years, identify a corruption index and disseminate the results to the public. In addition, the law states that the IAAC should conduct fairness and integrity rating of government organizations and state bodies based upon a survey conducted once every two years among individuals and legal entities availing government services, and inform to the public.

Resolution of the State Great Khural dated January 31, 2008 revises the Annex to the Resolution no.25 of the State Great Khural on the Approved Millennium Development Goals (MDG) of Mongolia on 21 April, 2005, by adding the indicators such as index of corruption (65), perception of corruption in political organizations, judicial and law enforcement institutions (66) and public perception of corruption in public administration and public services (67) under the target 24 of MDG titled ‘’develop a zero –tolerance environment to corruption in all spheres of society. The first National MDG report was developed in 2005, and the second report launched in December 2007. The third report is expected to be developed by 2009 to evaluate achievements on each indicator including the revised ones mentioned above.

B. OBJECTIVE OF THE ASSIGNMENT

One of the main objectives of the anticorruption framework is to support the newly created the IAAC in fulfilling its objective of reducing perceived and actual corruption in a broad term, in particular, in enhancing capacity building of the relevant staff for research conducting. To support the fulfillment of its mandate the IAAC wishes to have an experienced international consultant provide assistance in the following area:

Methodology in conducting survey and constructing corruption index: It is necessary to conduct a survey on identification corruption incidence, forms, prevalence, and cause, and develop methodology for producing corruption index. A number of surveys that have been conducted in Mongolia and other indices of corruption, it is impossible to provide a ‘’scientific’’ or objective measure of the seriousness of corruption in the country.

The objective of this assignment is to propose a suitable methodology that employ in conducting the survey on identification corruption incidence, forms, prevalence, and cause and constructing corruption index and a software programme for data analysis.

C. SCOPE OF WORK

The international Consultant’s duties and responsibilities are the following:
Phase #1
• To review and transfer knowledge on the theoretical foundations and methodology of corruption measurement ( home based tasks)
• To review the specific characteristics of different measurement techniques ( home based tasks)
• To critically study the tools and methodologies that are used for the surveys conducted on corruption previously in Mongolia
• To conduct a comprehensive analysis on previously conducted surveys on corruption in Mongolia

Phase #2
• To develop a research design and methodology for in conducting the survey on identification corruption incidence, forms, prevalence, and cause
• To recommend a methodology that employ in constructing corruption index in Mongolia including a suitable software programme for data analysis
• To test the recommended methodology and conduct validation exercises
• To develop the required training plan based on the needs for the relevant staff
• To provide training through in-house workshops to consult with relevant stakeholders on the corruption index methodology as agreed with the IAAC.

CONSULTANT’S QUALIFICATIONS / SELECTION CRITERIA

• Education: A suitable candidate should have MA or PhD in relevant field: politics, economics, sociology, statistics and criminology.
• Experience: Incumbent should have at least 5 years experience of conducting corruption related survey in particular, last 3 years of continuous working experiences in survey on identification of corruption scope, incidence and index

D. SUPERVISION, REPORTING AND DELIVERABLES

The consultant will work under the Chief of Research Unit and closely with the IAAC team, and will report directly to the IAAC Commissioner General, and liaise with the Director for the Governance Assistance Project Coordination Unit. The Component Coordinator at the IAAC will assist and monitor daily activities.
The IAAC Commissioner General will appoint members of his staff as main responsible for each of the components mentioned above, and the consultant will work directly with these staff members. A notebook will not be provided by the organization, the international consultant will use his/ her own notebook.

E. CONTRACT DURATION

The level of efforts is 5 weeks an elapsed time of 3 months commencing in early October 2008. The assignment consists of one home assignment (one week) and two field assignments (four weeks). During the contract period, the consultant will be expected to visit Ulaanbaatar two times, the first with duration of 1 week starting by the mid of October and last visit with duration of 3 weeks from the second half of November 2008. In between visits, the consultant should be available through telephone and/or email to provide input as needed, and follow-up on activities.

F. DEADLINE FOR SUBMISSION OF EXPRESSIONS OF INTEREST AND CONTACT

The GAP Project Coordinating Unit now invites eligible individual consultants to express their interest in providing these services. Interested consultants must provide information indicating that they are qualified to perform the services (CVs, description of similar assignments, and experience in similar conditions).
Consultant (individual consultant) will be selected in accordance with the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers, May 2004.
