REQUEST FOR EXPRESSION OF INTEREST


1. The FEDERATIVE REPUBLIC OF BRAZIL has received a Loan (4708-BR) from the International Bank for the Reconstruction and Development - IRBD (WORLD BANK) in the equivalent amount of US$ 12.120.000,00 (twelve million and one hundred and twenty thousand American dollars) to support costs of the Energy Sector Technical Assistance Project – ESTAL with the objective of financing several eligible consulting services, through a period of 4 (four) years.

2. The Ministry of Mines and Energy (MME), as program manager, requests legal entities of consulting services to express interest in participating in the following consulting service:

3. The Expression of Interest, written only in Portuguese or English language, must be posted or delivered until 18:00h (Brasília time) of September 03, 2008 in the following address: Ministério de Minas e Energia – Secretaria Executiva – Projeto ESTAL – Esplanada dos Ministérios - Bloco " U ", sala 726, CEP: 70065-900, Brasília-DF. The expression of interest must include the documents listed in the Annex II.

4. The purpose of updated information request is to form a Data Bank. The Selection procedures will be established according to the guidelines of IRBD entitled "GUIDELINES: Selection and Employment of Consultants by Bank Borrowers ", 2nd revision (May 2002), and the selection method is the Quality and Cost Selection Based Method (QCBS).

5. The interested entities can obtain the above-mentioned annexes, and get additional information by consulting the electronic address www.mme.gov.br (Programas e Projetos => Projeto Estal)
