II.1.5) Short description of the contract or purchase(s): The contracting
authority intends to award one or more cross Government Framework
Agreements available for use by or on behalf of UK public sector bodies
and their statutory successors and organisations created as a result of
re-organisation or organisational changes. These will include Central
Government Departments and their Agencies, Non Departmental Public Bodies
(NDPBs), NHS Bodies and local authorities.
These Framework Agreements will provide value-added and innovative
communications services for the wider public sector. In addition they will
serve to replace the current iterations of the Government Secure Intranet
(GSi), Managed Telecommunications Service (Mts) and the Foreign and
Commonwealth Office Telecommunications Network (FTN) contracts. The
services to be made available under these Framework Agreements will
include:
(1) Voice services;
(2) Network services;
(3) Video, Data and Ancillary (VDA) services; and
(4) Service Management and Integration (SMi) services.
Each of the above is a specific framework and further details are set out
in Annex B. Bidders will not be required to indicate which framework(s)
they wish to bid for until after the Supplier Prospectus has been issued
(see additional information in VI.3).
It is anticipated that the procurement of each framework will require
consideration, if not compliance, with the Public Sector Network (PSN).
The PSN is a developing concept of interoperability between network
operators. It will govern both interconnection of service provider
networks and the relevant key service characteristics/attributes that
ensure interoperability and end-to-end service assurance. Further
information on the PSN may be found at:

The UK public sector bodies may decide to hold an electronic reverse
auction on the re-opening of competition among the parties to the
Framework Agreements.
The contracting authority recognises the benefits associated with Next
Generation Networks (NGNs). It is also aware, however, that NGNs can bring
various issues and risks that must be appropriately addressed. This will
be addressed during future stages of the tender process.
It is expected that, as set out in IV 1.2, at least 3 applicants will be
invited to dialogue in respect of each framework (noting that it is
possible that applicants may be invited to participate in more than one
dialogue). As set out in II.1.4, each framework will have a maximum of
eight operators.
The term set out in II 1.4 will begin for each framework on the completion
of the first major migration of legacy services.
The term of 84 months in II.3 in respect of each call-off contract under
the relevant framework is likely to be up to 48 months with further
extensions of 12 up to 36 months (shorter terms are possible). The term
set out in II.3 will begin from the completion of implementation. Given
the likely variation in call-off contract terms, all estimated framework
valuations are based on a 5 year term.
The sustainability of services offered under the four frameworks will be
key in reducing customers’ carbon footprint, not only in energy
consumption but also in enabling further wider reduction. In addition, the
sustainability of contractors’ sources of supply will be a key
consideration. As such, sustainability will be a common theme throughout
the lifetime of the frameworks and the call-off contracts awarded under
them.

INFORMATION ABOUT LOTS
LOT NO 1
TITLE: Voice Services (Framework 1)
1) SHORT DESCRIPTION: The provision of voice services, including
associated ancillary services on a UK and/or global basis. The services
anticipated include, but are not limited to:
1.1. Provision and ongoing support of voice telephony services, including
end user equipment, to support multiple customer organisations using
technologies such as traditional time division multiplexing (TDM) and
Internet Protocol (IP) telephony;
1.2. Audio conferencing services;
1.3. Voicemail;
1.4. Audio recording;
1.5. A range of call centre and contact centre services including virtual
contact centres;
1.6. Connectivity to the PSTN including local breakout at national and
international locations;
1.7. Interconnection with customers’ existing telephony systems;
1.8. Voice interconnect between other operators appointed under this
Framework;
1.9. Creation and support of a user telephony directory as part of a
consolidated user directory for services provided under Frameworks 1 to 3;
1.10. Provision and ongoing support of unified communications and
collaborative working services to support multiple customer organisations
located at UK and international sites. Unified communications and
collaborative working include, but are not limited to, presence awareness,
real time messaging, web conferencing, end user video conferencing, end
user voice communication, email and voicemail integration (unified
messaging), extended messaging applications such as voice to text and text
to voice, document collaboration and desktop sharing (This requirement
also appears in Framework 3 in order for authorities to be flexible in
their approach. However, the Contracting Authority reserves its right to
remove it from one or other Framework during the procurement);
1.11. Remote (out of office) working;
1.12. Fixed-mobile convergence;
1.13. Telephone operator services;
1.14. Customer LAN (including cabling) and associated Uninterruptable
Power Supply (UPS) provision and ongoing support and maintenance services;

and other wireless services) to any end point worldwide, from large to
small buildings, shared or single occupancy, and including users’ domestic
residences;
2.2. A range of network connectivity options for capacity, performance,
interoperability, class and quality of service and availability;
2.3. The ability to specify for each connection a range of service classes
to meet the differing priority demands of different Customer traffic
types, such as voice, video and data;
2.4. Encryption services;
2.5. Mobility solutions;
2.6. Flexible capacity options, where there are known peaks in demand or
the need to respond quickly to unforeseeable temporary peaks in demand;
2.7. Appropriately protected gateways to the Internet and other networks
in the UK and internationally as required;
2.8. The ability to establish segregated customer-specific and community
network services;
2.9. Customer LAN (including cabling) and associated Uninterruptable Power

3.1. Email relay and associated services such as anti-spam, anti-virus and
other malware protection services;
3.2. Email mailbox and associated services including the creation and use
of a user email directory as part of a consolidated user directory for
services provided under Frameworks 1 to 3;
3.3. Bulk data transfer and data sharing;
3.4. Server and application hosting, including application maintenance and
development;
3.5. Managed video services, including but not limited to:
• Fixed studio video conferencing services including tele-presence
services;
• Desktop video conferencing including remote (out of office) working;
• IP CCTV services;
• IPTV services including the ability to connect to content providers as
required;
• Streaming video and broadcast quality video services;
• The provision and ongoing support of customer premises equipment;
• Managed video services shall enable two way and multi-way
communications.

acquired from Frameworks 1 to 3. SMi’s might also be required to design
complex solutions and manage the procurement, delivery and integration
across Frameworks 1 to 3.
The services anticipated include, but are not limited to:
4.1. Planning, specifying and supporting the acquisition, deployment,
transition and integration of services and solutions acquired from
Frameworks 1 to 3;
4.2. Service delivery integration between services provided under
Frameworks 1-3 and other services;
4.3. Compatibility planning with legacy systems and technologies;
4.4. Consolidate and co-ordinate the service management across multiple
operators, potentially offering a level 1 helpdesk function, all to
recognised industry standards;
4.5. Service exit support;
4.6. Business continuity, disaster recovery and rapid deployment services;
4.7. Billing aggregation;
4.8. Security assurance;
4.9. Support services in transition/transformation associated services and
solution acquired under Frameworks 1 to 3;
4.10. Service Management & Integration Services will be required to be
provided for a range of impact levels up to and including confidential

SECTION III: LEGAL, ECONOMIC, FINANCIAL AND TECHNICAL INFORMATION
III.1) CONDITIONS RELATING TO THE CONTRACT
III.1.1) Deposits and guarantees required: A parent company guarantee
and/or performance bond may be required as a condition of entering into a
framework agreement.

Objective criteria for choosing the limited number of candidates: The
contracting authority will choose a sufficient number to ensure genuine
competition for each framework agreement. Candidates will be selected to
participate in dialogue upon the basis of (a) their economic and financial
standing and (b) their technical or professional ability. Further details

VI.3) ADDITIONAL INFORMATION: The Contracting Authority intends to use an
eTendering system in this procurement exercise.
The duration specified in Section II.1.4 is for the placing of orders
(framework agreements may continue to be in force after this period but it
will not be possible to place orders under them). The duration stated is a
maximum term. The contracting authority intends to award the Framework
Agreements for the stated maximum term.
The figures provided in Section II.1.4 and in Annex B are only estimates
based on call-off contract term of 5 years. The contracting authority does
not guarantee any level of business through the Framework Agreements.
Equally, bidders should be aware that, as a cross government programme,
the total level of business may well exceed these estimates as more
contracting authorities take up the opportunity to procure services under
these frameworks. The approach being taken has been designed to have a
broad appeal and as such strong growth is anticipated.
Small and medium sized economic operators are encouraged to bid for this
opportunity through groupings (consortia) of economic operators.
Section II.1.2 - The contracting authority intends to award one or more
cross Government Framework Agreements available for use by or on behalf of
UK public sector bodies and their statutory successors and organisations
created as a result of re-organisation or organisational changes. These
may include the bodies set out below and in addition will include all
Central Government Departments and their Agencies (a list of Executive

Customers receiving services through the Ocean Programme are subject to UK
Government security requirements. During the competitive dialogue phase of
the procurement and for the delivery of services, some bidders’ and/or
contractors’ staff may be required to hold a security clearance recognised
by the UK Government. This may be required for access to certain due
diligence information, classified material, and to certain sites. Further
information will be provided in the Supplier Prospectus to be issued with
the Pre-Qualification Questionnaire. The Ocean Programme will offer
reasonable assistance to bidders in obtaining security clearances.
It is anticipated that a PQQ and Supplier Prospectus covering all four
frameworks will be issued to interested parties between 2 and 4 weeks
following publication of this notice. Thereafter a Bidders Conference is
likely to be held on the 5th September (more details will be provided in
the Supplier Prospectus). The authority anticipates selecting a long list
for dialogue in November 2008. It is likely that there will be a maximum
of 2 rounds/phases of dialogue, with a down selection between each in
order to reach the contract award stage in the second half of 2009. This
will be followed by mini competitions to replace a number of existing
contracts. Further details on procurement milestones will be set out in
the supplier prospectus. Other key dates are given in IV.3.3, 4 & 5.
Authorities purchasing services or solutions across multiple frameworks
will award call-off contracts assessed across all such frameworks based on
the combined ‘most economically advantageous tender’.
Please note that a reference to ‘global’ capabilities includes the UK.

VI.4.2) Lodging of appeals: Precise information on deadline(s) for
lodging appeals: The contracting authority will incorporate a minimum 10
calendar day standstill period at the point information on the award of
the contract is communicated to tenderers. This period allows unsuccessful
tenderers to seek further debriefing from the contracting authority before
the framework agreement is entered into. Applicants have two working days
from the notification of the award decision to request additional
debriefing and that information has to be provided a minimum of three
working days before the expiry of the standstill period. Such additional
information should be requested from the address in section 1.1.
If an appeal regarding the award of a contract has not been successfully
resolved, the Public Contracts Regulations 2006 provide for aggrieved
parties who have been harmed or are at risk of harm by a breach of the
rules to take action in the High Court (England, Wales and Northern
Ireland). Any such action must be brought promptly (generally within three
months). Where a contract has not been entered into, the Court may order
the setting aside of the award decision or order the contracting authority
to amend any document and may award damages. If the contract has been
entered into the Court may only award damages.

As originally conceived the Ocean programme incorporated the requirements
of the Foreign and Commonwealth Office Telecommunications Network (FTN)
contract, as well as those of the Government Secure Intranet (GSi) and the
Managed Telecommunications Service (Mts).
Subsequently the Foreign and Commonwealth Office (FCO) determined that in
order to meet a Demanding timescale they needed to pursue a separate
procurement for specific Replacement of the FTN.
As a result of this change, which impacts both geographical and functional
scope, we have concluded that the existing OJEU notice does not adequately
reflect the revised position, and have reluctantly taken the decision that
it should be formally withdrawn.
We will continue to develop and issue a more suitable OJEU which will
enable procurement of replacement services to Mts and GSi in line with the
Public Sector Network (PSN).
