                                     SOCIAL SECTOR DEVELOPMENTPROJECT

 

Delivery and installation of     IT Equipments and Software forthe

Integrated Information System for Administration ofSocial Assistance Benefits

 

 

                                                               Loan No.4616-RO

 

 

1.        This invitation for bids follows thegeneral procurement notice for this project that appeared in Development Business, issue no. 586 of July 16 2002.

 

2.        The Romanian Government has received a loan from the International Bank for Reconstruction and Development toward the costof Social Sector Development Project - Component Social Assistance,  and it intends to applypart of the proceeds of this loan to payments under the contractfor  Delivery and installation of IT Equipments and Software for the IntegratedInformation System for Administration of Social Assistance Benefits

 

3.        The Ministryof Labor, Family and Equal Opportunities now invites sealedbids from eligiblebidders for: Delivery and installationofIT Equipments and Software for the Integrated Information System for Administration of Social Assistance Benefitsas: Servers, Working-stations, Printers, Multifunctional, Communication  equipmentand  Software organized in 5  Lots asfollows:

 

LOT 1: Central Site: servers# 5 pcs; upgrade # 2 pcs; Disaster Recovery Site: Servers #  7 pcs;

LOT 2:Workingstations type 1 # 526 pcs; Workingstationstype 2 # 47 pcs; Workingstations type 3 # 11 pcs.; Laser Printers # 53 pcs;Multifunctional   printers # 47 pcs.; Redundant Routers with VPN support: centralsite # 3 pcs; disaster recovery site: 2 pcs; Routers with VPN support # 114pcs.; Ethernet switches- 55 pcs.; Network connectionpoints for 600users

LOT 3:.NoMagic Magic Draw UML 9.5Enterprise Edition License-5pcs; NoMagic Teamwork Server 9.5 with 5 connections License-1pcs; Spam filter for Lotus Dominoserver-1pcs; Antivirus  for mail server; for servers; for - 650 users.

 

             The evaluation will be conducted on the LOT basis. Cross discount will be taken intoaccount during evaluation.

 

4.        Bidding will be conducted throughthe International Competitive Bidding procedure specified in the World Bank's Guidelines:Procurement under IBRD Loans and IDA Credits # (January 1995, Revised January and August 1996, September 1997and January 1999),and is open to all bidders from eligible source countries as defined in the Guidelines.

 

5.        Interested eligible bidders may obtain further information from Ministry of Labor, Family andEqual Opportunities and inspect the bidding documents at the address given below (1)starting with August 5, 2008,  Monday thruFriday; 9.00 to 15.00 hours.

 

6.         Acomplete set of bidding documents in English may be purchased by interested bidders onthe submission of a written application tothe address below (1) and upon payment of a non-refundable fee $100 or in EURO/ RON equivalent on the NationalBank of Romania exchange rate. Also,the bidder should charge all the expenses regarding the bank transfer to his account. The method of payment will be by order in the account above mentioned. Direct payment by check or cash at theMinistry headquarters will not be accepted. The document will be sent by worldwide mail - courierservices.

 

7.     Bids must be delivered tothe address below (2) at or before 10:00 a.m. on September 11, 2008 . All bids must be accompanied by a bid security amounting for LOT 1 # 17,000.00 USD for LOT 2 - 25,000.00USD, for LOT 3 # 2,500.00 USD, or an equivalent amount in a freely convertiblecurrency.  Late bids will be rejected. 

 

8.     Bids will be opened in thepresence of the bidders' representatives who choose to attend at the address below (2) at 10:15 a.m. on September 11, 2008.
