SECTION II.B: OBJECT OF THE CONTRACT (SUPPLIES OR SERVICES)
II.1) TITLE ATTRIBUTED TO THE CONTRACT BY THE CONTRACTING AUTHORITY:
Large Prisons.
II.2) TYPE OF CONTRACT AND PLACE OF DELIVERY OR OF PERFORMANCE: Services.

will be identified.

II.3) SHORT DESCRIPTION OF NATURE AND QUANTITY OR VALUE OF SUPPLIES OR
SERVICES: Up to 3 large prisons will be built, each capable of providing
up to 2 500 places (as was proposed by Lord Carter in his report 'Securing
the Future' - Dec 07, sites are being sought for an initial development
providing at least 2 100 un-crowded places with the capacity to hold up to
2 500 through planned crowding), with the aim of the first one being built
and open by 2012. The expectation is that these new prisons will be
located as close as possible to the regions where there is maximum demand
for prison places (namely London, the West Midlands and the North-West).
In addition to the mainstream services required for a prison capable of
holding prisoners up to Category B and those prisoners held on remand, the
prisons may provide a mix of specified specialist services.
The configuration is likely to comprise 5 self-contained units each
housing around 500 prisoners. These units will share the same secure
perimeter, logistics and other infrastructure, as well as a range of
shared services such as healthcare. However it is expected that health and
education services will be separately commissioned and therefore outside
the scope of these contracts.
The possibility exists for co-locating a judicial court with the new
prison(s).
The prisons may potentially be procured through Private Finance Initiative
(PFI) although other procurement options may be considered.
