Summary scope of contract: Procurement of Arc GIS 9.2 Version Software (Arc Editor Single Use and Arc GIS Spatial Analyst) for Mineral Resources and Petroleum Authority of Mongolia.

In order to start the technical preparation work the project implementation for deployment of an automated mining cadastre system and to eliminate technical difficulties incurred in the cadastre operations, there is an urgent need to renovate the outdated program software that lack both in terms of application and speed.

The new software, ESRI family of software (Arc Editor Single Use and Arc GIS Spatial Analyst) that is planned to be used at the MRPAM would constitute a technical component of the establishment of the automated mining cadastre. A purchase of the software directly from a supplier would enable the Department to get advice on their usage, to ensure security and sustainability of the database as well as its maintenance when needed.

An activity that involves a verification of licenses for exploration and mining activities, and for surrender and transfer, is an essential part of the mining cadastre activities. Currently, the verification work involves a double checking and the 1st verification, an activity to develop a construction design and cartographic model, is carried out using “Microstation 95” program that is not suitable for such activity. Because of this, three additional work are needed to be done (i) typing of are coordinates such a grades, minutes and seconds, by categorizing through their projection zones; (ii) transforming are coordinates into meter system data using “Geographic Calculator” program; and (iii) typing meter coordinates in “Microstation 95” program and carrying out the verification.

A purchase of the above product through a credible representative in Mongolia would guarantee a legal and sustainable basis for the software application and, therefore, provide opportunities for improving the mining cadastre database and would enable the usage of the software for long time
