Scope of Contract: Supply and Installation of Server Computers for Head and Local Offices of the National Statistical Office, Component B3, Governance Assistance Project

A National Statistical System of Mongolia consists of the National Statistical Office of Mongolia (NSO), Statistical Divisions at each aimags, Statistical Department of the Capital city and its 9 districts’ statistical divisions. Under the Component B3, following goods will be supplied and installed at the divisions and offices above mentioned (see Table1).

Reason for rejection:
1. Upon investigation, the evaluation committee has found that the reason for low bid price proposal was non-responsive offers of technical specifications of certain items of goods proposed in the Bid of MSC Electronics LLC of Mongolia.
2. The evaluation committee considers that the bid of MCS Electronics LLC of Mongolia had major deviations to the technical specifications of the required items, namely of the servers for statistical divisions of aimags, and districts of the capital city and statistical department of the capital city. 4 technical specifications out of 12 technical specifications in total for this server were proposed unsatisfactory. These four substandard answers were considered major deviations that did not meet main specifications and evaluated as non-responsive. As a consequence, these 4 non-responsive answers affect the bid price of MCS electronics LLC of Mongolia to reduce significantly. Thus, this does not fulfill the purposes for the bid is requested
