SECTION II: OBJECT OF THE CONTRACT
II.1) DESCRIPTION

II.1.5) Short description of the contract or purchase(s): The Commission
for Taxi Regulation invites expressions of interest from competent service
providers in order to be considered for a tender list to provide
accounting services to the Commission.
The Commission wishes to establish two single-operator framework
agreements, for a duration of 4 years, for the outsourcing of all its
operational and strategic accountancy services. The agreements will be
based on initial contracts for the following:
— Lot 1: Provision of financial management support services,
— Lot 2: Provision of internal audit services.
Lot 1: Financial Management Support Services to include:
Payroll administration, invoice and Travel & Subsistence claims
processing, monthly reconciliations of bank accounts, suppliers, petty
cash and credit cards, preparation of Professional Services Witholding Tax
returns, regular reviews of income and expenditure, preparation of
year-end accounts, financial advice and general financial advice.
Lot 2: Internal Audit Services to include:
Annual audit of day-to-day operational accountancy procedures, ad hoc
audits of specific procedures, reports to management team, recommendations
for improvements and audit of any third parties acting on behalf of the
Commission in accordance with contractual provisions.
It is emphasized that it is not possible to tender for Lot 1 and Lot 2.

Lot 2: Internal Audit Service: €50 000-€150 000 over lifetime of
framework.

III.1) CONDITIONS RELATING TO THE CONTRACT

liability.

SECTION IV: PROCEDURE
IV.1) TYPE OF PROCEDURE
IV.1.1) Type of procedure: Restricted.
IV.1.2) Limitations on the number of operators who will be invited to
tender or to participate: Envisaged minimum number: 5. Maximum number:
Objective criteria for choosing the limited number of candidates:
Qualification questionnaires for each lot will be evaluated in accordance
with the criteria and rules set out in the questionnaires, with at least
the top 5 scoring candidates for each lot being invited to tender (subject
to that number meeting the qualification criteria).
IV.2) AWARD CRITERIA
IV.2.1) Award criteria: The most economically advantageous tender in
terms of the criteria stated in the specifications, in the invitation to
tender or to negotiate or in the descriptive document.
IV.2.2) An electronic auction will be used: No.
IV.3) ADMINISTRATIVE INFORMATION
IV.3.4) Time-limit for receipt of tenders or requests to participate:

SECTION VI: COMPLEMENTARY INFORMATION
VI.3) ADDITIONAL INFORMATION: The Commission will not be responsible for
any costs, charges or expenses incurred by candidates or tenderers
involved in this contract award process.
Contract award may be subject to approval by the competent authorities.
THE FOI Act applies to the Commission for Taxi Regulation and therefore
all candidates should indicate whether any of the information provided by
them in the course of this procedure is to be treated as sensitive
commercial information which should remain confidential to the Commission.
The successful tenderer(s) will be required to furnish a valid tax
clearance certificate from the Irish Revenue Commissioners.
Contract award may be subject to clarification interview.
The Commission are establishing single party framework agreement(s) for a
period of 4 years. As and when the Commission has a subsequent requirement
within the field of the lot in question they will consult the single
member of the framework agreement(s) in writing with a request to provide
a supplementary tender covering the new contract area.
All contracts awarded under the framework agreements will be subject to
regular and satisfactory performance review in addition to compliance with
a Service Level Agreement to be signed at the contract award stage.
Admittance to the framework agreement will be subject to the successful
tenderer(s) formal acceptance of the Commission's framework terms and
conditions, which will be issued in draft form as part of the tender
documents.
