II.3) SHORT DESCRIPTION OF NATURE AND QUANTITY OR VALUE OF SUPPLIES OR
SERVICES: Luton Borough Council is seeking a partner from the Registered
Social Landlord sector or developers approved by the Housing Corporation
to receive social housing grant, to a) deliver new affordable housing
through a program of mixed tenure schemes over a number of sites across
the district, potentially producing up to 600 (approx.) new homes.
Potential to increase number of sites and number of homes produced as
additional sites are identified. The partner will and b) develop a mixed
use residential and retail scheme including affordable housing and a
community enterprise and resource centre. The residential scheme will
provide houses for sale and rent. The current use of the site is for
residential and retailing. Indicative scale of development is 200-400
residential units, 2 800 m² of retail. The selected development partner
will need to take the scheme through the planning process and to construct
the scheme. The chosen partner will need to have experience of working on
estate based regeneration schemes including active community involvement
and engagement. The chosen partner will also need to bring added value to
the scheme to include issues such as training and employment and engaging
the local supply chain. The nature of the relationship between the parties
