Expressions of interest

The Government of the Republic of Croatia has received financing from the World Bank toward the cost of the Science & Technology Project, and intends to apply part of the proceeds for consultant services of a Long Term Advisor at the Technology Transfer Office the University of Zagreb.

The consultant services of Long Term Advisor would include support and advising in the following activities: creation of necessary documents that will define IP ownership and revenue share scheme at the University of Zagreb (IPR Policy); establishment of the full Technology Transfer Office operation (documents, procedures, contracts, web page, list of consultants, networks, databases, etc.); Promotion of 'Patenting Culture' through lectures, seminars, workshops, flyers, electronic advertising and direct contacts with researchers at the University of Zagreb; Conducting evaluation of commercial potential for innovations; Decision-making on protection of IP, and devising the IP protection and commercialization strategy; Consulting and guidance necessary in order to bring the innovation to commercialization through licensing or establishing a University spin-off company and facilitating the interdisciplinary research and expertise for complex projects with industry

The estimated time required for the assignment is 30 man/days within a 16-month time-frame to be completed by end of November 2009.

The Ministry of Science, Education and Sports now invites eligible consultants to indicate their interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the services.

A consultant will be selected as an Individual Consultant in accordance with the procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers , current edition.
