General Procurement Notice

Loan No. 45820

The Republic of Croatia has received a loan from the International
Bank for Reconstruction and Development in the amount of USD
13,930,000 equivalent toward the cost of the Trade and Transport
Facilitation in Southeast Europe Project, and it intends to apply the
proceeds of this loan to payments for goods, works, related services
and consulting services to be procured under this project. Bidding for
contracts financed by the International Bank for Reconstruction and
Development will be governed by the procurement rules of the World
Bank.

The Trade and Transport Facilitation in Southeast Europe Project for
Croatia focuses on four main objectives as part of an export-oriented
development strategy: a) reducing the size of the public sector and
increasing efficiency; b) improving governance; c) creating conditions
for competitive real sector improvements; and d) containing poverty.
The project also supports the enforcement of several international
conventions relating to the environment. There are four main project
components. The first improves customs procedures by aligning them
with European Union standards and developing a monitoring mechanism;
provides training on new procedures; and designates border and inland
customs stations to serve as test sites for ideas to improve
operations. The second component supports trade facilitation by
strengthening the private-public partnership and improves the
performance of trade facilitation agents. The third component improves
the customs information system by using electronic messaging system,
making electronic payment of duties, using digital
signature--including the selection of the most appropriate translator
and digital signature software, implementing computer valuation and
tariff classification systems, and upgrading to a web-based system. It
also increases the number of computers and printers, purchases
Internet service servers, provides technology software, and upgrades
infrastructure for servers. The fourth component improves border
crossing facilities.

The project will include the following goods, works and services:

A. Croatian Customs Administration Information System Improvement will
include: (i) Tele-communications: connection of main Border Crossings
with the Data Center; (ii) Customs Tariff: implementation of tariff
classification systems (iii) Hardware to increase the availability of
PCs and printers in Customs Offices and replace obsolete equipment,
intranet service servers, EDI/internet technology hardware, barcode
readers, and infrastructure improvement for servers; (iv) Software to
implement EDI with traders and other public agencies, electronic
payment of duties, the use of digital signature, bar-code capture, a
risk analysis and selectivity system, a computerized valuation and a
web-based interface, and standard workstation software; and (v)
Training through a regional experience sharing program.
Pre-qualification may be required for some software components.
Tenders for Tele-communications, Customs Tariff and Risk analysis and
selectivity system are already launched. B. Improvement of Border
Crossing Facilities includes improvement of four Border posts at:
Slavonski Brod, Gunja, Maljevac and Šamac (Sava River), by
construction of new border stations and expansion of existing stations
by addition of lanes for cars, trucks and buses. This component will
include building modules, canopies, booths, lighting, weighing scales,
and utilities. Tender for border crossing improvements which includes
construction, electrical and metal works is already launched. C.
Project Implementation Unit includes the staff, equipment, technical
assistance and training required by the Project Implementing Team to
assume its responsibility for the project implementation.

Procurement of contracts financed by the loan will be conducted
through the procedures specified in Procurement under IBRD Loans and
IDA Credits[1] of the World Bank, and is open to all bidders from
eligible source countries as defined in the guidelines. Consulting
services will be selected in accordance with Selection and Employment
of Consultants by World Bank Borrowers[2] of the World Bank.

Specific procurement notices for contracts to be bid under
international competitive bidding (ICB) procedures will be announced,
as they become available, in the Development Gateway Market, and UN
Development Business.
