SECTION II: OBJECT OF THE CONTRACT
II.1) DESCRIPTION
II.1.1) Title attributed to the contract by the contracting authority:
Framework agreement for consultancy services for taxi rank reviews and
associated guidelines.

Range: between 150 000 and 600 000 EUR.
II.1.5) Short description of the contract or purchase(s): The Commission
wishes to establish a single-party framework agreement for specialist
consultancy services in relation to taxi rank reviews and the development
and maintenance of relevant Guidelines.
The duration of the framework agreement will be for 4 years.
The framework agreement will be established on foot of a competition for
an initial contract to address the following two requirements:
(i) Undertake a national review of all current taxi ranks with emphasis on
current and future taxi rank requirements both at:
— Key locations where taxis operate and where there are no current taxi
ranks, and,
— all other areas where taxi ranks operate (i.e. transport terminals,
hospitals, shopping centres, hotels) and all areas where SPSVs can enhance
the use of public transport and integrate into the overall current public
transport system and planned infrastructure for the future.
(ii) Provide Guidelines for use by local authorities in the provision of
adequate Taxi Ranks for the provision of SPSV services nationally
incorporating accessibility and integration in the overall national Public
Transport System. Emphasis should therefore be placed on medium-term and
long-term requirements. Guidelines should incorporate a methodology for
local authorities to assess the optimal number and location of taxi ranks
in their functional area, but also contain guidelines on the design and
construction of same. It is particularly important to consider best
practices with regard to accessibility.
It is envisaged that the audit will take place over a period of
approximately 9 months to ensure seasonal variations are covered. Full
details of the relevant periods for audits, presentation of reports, etc
will be provided in the Tender Documents at the next stage of this
procurement process.

II.2) QUANTITY OR SCOPE OF THE CONTRACT
II.2.1) Total quantity or scope: The scope of the framework agreement
will be specialist consultancy services in relation to taxi rank reviews
and the development and maintenance of relevant Guidelines.
The scope of the initial contract will to undertake a national review of
all current taxi ranks and provide guidelines for use by local
authorities.

III.2) CONDITIONS FOR PARTICIPATION
III.2.1) Personal situation of economic operators, including requirements
relating to enrolment on professional or trade registers: Information and
formalities necessary for evaluating if requirements are met: Candidates
will be required to confirm that none of the conditions for exclusion
contained in the Declaration of Bona Fides apply to their particular case.

SECTION IV: PROCEDURE
IV.1) TYPE OF PROCEDURE
IV.1.1) Type of procedure: Restricted.
IV.1.2) Limitations on the number of operators who will be invited to
tender or to participate: Envisaged minimum number: 5. Maximum number:
Objective criteria for choosing the limited number of candidates: Upon
receipt of expressions of interest, candidates will be evaluated in
respect of the financial, economic and technical capacity information and
minimum levels stated.
Candidates will be scored and at least the top 5 scoring candidates,
depending on the quality and number of applications received, will be
invited to tender.
IV.2) AWARD CRITERIA
IV.2.1) Award criteria: The most economically advantageous tender in
terms of the criteria stated in the specifications, in the invitation to
tender or to negotiate or in the descriptive document.

SECTION VI: COMPLEMENTARY INFORMATION
VI.3) ADDITIONAL INFORMATION: 1) The contracting authority will not be
responsible for any costs, charges or expenses incurred by applicants or
tenderers.
2) Contract award will be subject to the approval of the competent
authorities.
3) This is the sole call for competition for these services.
4) The Commission for Taxi Regulation reserves the right to award
contracts to more than one tenderer.
5) The FOI Act applies to Commission for Taxi Regulation and therefore all
applicants should indicate whether any of the information provided by them
in the course of this award procedure is to be treated as sensitive
commercial information which should remain confidential to the Commission.
6) The successful tenderer(s) will be required to furnish a valid tax
clearance certificate from the Irish Revenue Commissioners.
7) Contract award may be subject to the conduct of a clarification
meeting.
8) It is the policy of the Commission for Taxi Regulation, in accordance
with EU procurement rules, to publish the value of contracts awarded to
successful tenderers in the Official Journal of the EU. In this instance,
the value published will be that of the initial contract.
