SECTION II: OBJECT OF THE CONTRACT
II.1) DESCRIPTION
II.1.1) Title attributed to the contract by the contracting authority:
Supply, Installation & Maintenance of Photocopiers and Multi-functional
Devices.
II.1.2) Type of contract and location of works, place of delivery or of
performance: Supplies.
A combination of purchase, lease, rental and hire purchase.
Main place of delivery: Within the North West of England.

II.1.3) The notice involves: A public contract.
II.1.5) Short description of the contract or purchase(s): Supply,
installation and maintenance of photocopiers and multifunctional devices
to council sites within the Metropolitan Borough of Wirral. Supporting
software may be required and will be included in the tender scope.
Quantities and specifications of the devices are subject to change
throughout the term of the contract. Schools and other council buildings
may wish to migrate their requirements onto the contract during the
contract period.
The contract will call for a range of photocopiers/printers that will be
situated at various Public sector organisation establishments throughout
the Wirral borough. This is to include the supply, delivery, installation
and maintenance of Digital Monochrome and Colour Digital Photocopying
Equipment, Printers and ancillary equipment.
All photocopiers and printers to be supplied under this contract must be
brand new and capable of copying/printing on varying weights and types of
plain paper, including recycled paper, card, labels and transparencies.
These must also have the capability to be configured to scan, fax and
function as networked printers.
A variety of machines will be selected dependent on the needs of the
relevant site. However, at this point, details of the numbers and types of
machines required by the participating public sector organisations is not
available. Each participant will cooperate with the successful tenderer
upon appointment and provide detailed information as required.
In addition, a print management solution may be required by a number of
the public sector organisations wishing to participate during the term of
the contract, as they move from desktop printing and photocopying to
utilizing multifunctional devices in conjunction with a Central Print
Unit. This is a system whereby certain public sectors will have a Print
Service with designated printers, which customers submit their printing
requests via the network to a terminal located within the Print Unit. The
terminal operator will then view print requests, priorities work
accordingly and electronically submit work to the copier as required.
The tenderer must be able to submit Management Information, either in
paper form and/or computer format, on Microsoft Excel.
The Council is determined that only companies that have a proven track
record of delivering contracts of this size and complexity, probably for
other Local Authorities, will be invited to tender.
The Council may require applicants to make formal presentations on their
proposals for managing the contract to an evaluation panel, as part of the
shortlist selection process.
The type of machine required to conduct such business will be subject to
discussion between the nominated supplier and the participating public
sector organisation with the requirement. All such machines must be
capable of connecting to networks using all versions of Microsoft Windows.
Costed proposals will be requested and consideration needs to be given to
the speed of the machine, monthly volume and overall cost to include
software costs.
Some establishments may require an option whereby a single machine will
provide black & white and full colour office documents from one machine,
thus allowing for the collation of a mixture of black & white and full
colour pages with ease.
In order that the Council can monitor the efficiency of contracts,
contractors are asked to note that "Management Information", detailing
off-take (usage) for each item, per participating public sector
organisation, per user will be requested quarterly, by individual
participating public sector organisation’s procurement office.

II.2) QUANTITY OR SCOPE OF THE CONTRACT
II.2.1) Total quantity or scope: The approximate annual contract value
for Wirral Council is in the region of 250 000 GBP (500 000 GBP for the
term) and for the Merseyside Procurement Group 400 000 GBP (1 200 000 GBP
for the term).
II.2.2) Options: Yes.
Description of these options: The contract is for an initial 2 years with
the option to extend for a further 1 year.
II.3) DURATION OF THE CONTRACT OR TIME-LIMIT FOR COMPLETION: Duration in
months: 24 (from the award of the contract).

SECTION VI: COMPLEMENTARY INFORMATION
VI.3) ADDITIONAL INFORMATION: Wirral Council seeks to establish
agreements by or on behalf of UK Public Sector Bodies. These will include
Central Government Departments and their Agencies, NHS Bodies, Local
Authorities, Police and Emergency Services. (The Public Sector Bodies may
decide to hold an electronic reverse auction on the re-opening of
competition amongst the parties to the agreement). The agreement will
initially be for (but not limited to) Knowsley, Liverpool, Sefton, St
Helens, Halton and Wirral Local Authorities.
The contract will be open to other Local Authorities and Public Sector
Bodies within Merseyside, and the North West area, namely Halton Borough
Council, Liverpool City Council, Knowsley Metropolitan Borough Council,
Sefton Metropolitan Borough Council and St Helens Metropolitan Borough
Council, who may wish to join the contract if advantageous at an
identified time.
