II.3) SHORT DESCRIPTION OF NATURE AND QUANTITY OR VALUE OF SUPPLIES OR
SERVICES: The purpose of the Supply-Line level 2 (formerly Small Contracts
Scheme) qualification system is to carry out first stage registration of
economic operators on behalf of the Subscribers listed under section II.7
below. Supply-Line level 2 will be used as the source for tenderer
selection for contracts valued below the EU thresholds only (currently EUR
206 000 for supplies & services and EUR 5 150 000 for works). The
Subscribers may apply additional rules and criteria in relation to
specific procurements, including site visits. The Subscribers may opt,
where deemed necessary, not to use Supply-Line and to publish a separate
notice in the national press or on www.e-tenders.gov.ie. Supply-Line may
also be used, from time to time, to assist in the selection of
candidate(s) towards the establishment of framework agreements. Suppliers
appropriately registered may be invited to respond to a second stage
qualification process through the Supply-Line e-Qual system via the
www.achilles.com website. Below is a list of categories of business that

buyers requirements for the next 12 months:

Registration may be achieved in the following way:
Completion of the Supply-Line level 2 (formerly Small Contracts Scheme)
Questionnaire online via www.achilles.ie, including completion and
sign-off of a formal declaration of the applicant’s bona fides.
Payment of the appropriate registration fee. Vendors registering on
Supply-Line level 2 will be subject to an annual contribution payment of
250 Euro (from July 1st, plus VAT where applicable) payable in advance.
Economic operators who are already registered on Supply-Line need not
reapply but should ensure that they are registered at the correct level
and against all relevant code categories listed in II.3 above and that
their questionnaire is comprehensively completed.
Application forms for membership of the Scheme are available to download
from the Irish Government Procurement Opportunities website
www.etenders.gov.ie or from www.achilles.ie.
Supply-Line is a panel, which operates indefinitely.
Economic operators may join at any time and will be required to update
their information annually in accordance with details above.
This notice is being published on a voluntary basis to inform the market
place that the aforementioned subscribers will use the Supply-Line level 2
operated by Achilles Procurement Services Ltd for the sourcing of
contractors and service providers for tender lists for contracts below the
value of the European Thresholds, without further notices being published.
