The Government of the Democratic Socialist Republic of Sri Lanka has
received a credit from the International Development Association in
the amount of USD 5,000,000 equivalent toward the cost of the Central
Bank Strengthening Project, and it intends to apply the proceeds of
this credit to payments under the contract for Advisor to assist
strengthening Bank Supervision of the Central Bank of Sri Lanka
(CBSL).

The Central Bank Strengthening Project aims at restructuring the
financial system of the country.

Central Bank of Sri Lanka. now invites eligible consultants to
indicate their interest in providing the following services:

- advisor to assist strengthening Bank Supervision of the Central
Bank of Sri Lanka (CBSL (Legal advisory and information services)

The CBSL has embarked on a major institutional restructuring. An
integral part of this process involves the enhancing of the CBSL’s
supervisory and regulatory functions – as the central bank seeks to
narrow its focus on two core objectives of economic and price
stability and financial system stability. Within the context of
enhancing its focus on financial system stability, the CBSL is seeking
to up-date its prudential regulations to international standards,
strengthen its on-site and off-site supervisory functions, and ensure
the development of a sound-banking sector in Sri Lanka. Tasks: The
Consultant should have extensive experience of at least 10 years in
the areas of on-site bank examination and off-site bank surveillance.
The advisor will closely coordinate his/her work and also act as
adviser to the Director, Bank Supervision. As an accompanying
function, the advisor will organize and conduct ad-hoc seminars to
enhance the in-house expertise of the supervisory staff and develop an
active role in the implementation of modern risk based bank
examination technique.

Qualifications University degree in Finance/Economics/Banking/other
relevant field or professional qualifications in same field and
postgraduate qualifications in a relevant field. At least 10 years
experience in both on-site and off-site bank supervision work in a
country/countries, which applies internationally acceptable bank
supervisory and regulatory standards. Experience in the developing
countries –particularly in Asia – is preferred.

The assignment will be initially for a period of one year (commencing
as soon as possible) with the possibility of an extension for a
further period of one year, based on the evaluation of the performance
of the Consultant. Please, note there is an extension of the
submitting deadline until September 23rd, 2002.

Interested consultants must provide information indicating that they
are qualified to perform the services (brochures, description of
similar assignments, experience in similar conditions, availability of
appropriate skills among staff, etc.). Consultants may associate to
enhance their qualifications. Consultants will be selected in
accordance with the procedures set out in the |World Bank| Selection
and Employment of Consultants by World Bank Borrowers[1].

to the address below by 10:00 on 23 September 2002.
