Re-advertisement: Request for Expressions of Interest
Consulting services for Capacity Building and Implementation Support

This request for expression of interest (REI) follows the general procurement notice (GPN) for this project that appeared in UN Development Business No. 656 of June 16, 2005, and replaces the previous REI for the same services that appeared in Development Business online of March 7, 2006.

The Socialist Republic of Vietnam has received a credit from the World Bank toward the cost of the Vietnam Road Safety Project and intends to apply part of the proceeds of this credit for payments under the contract for Consulting services for Capacity Building and Implementation Support.

The services include capacity building and implementation support to the National Traffic Safety Committee (NTSC) and the relevant agencies so as to ensure the objectives of the Project are achieved in a timely and cost-effective manner including:
i) Support to develop management capacity in the NTSC and its Executive Office, to enhance the National Road Safety strategy and develop a fully-financed Phase 2 NRS plan;
ii) Support to develop capacity in the TSPMU for project management and procurement and successful implementation of the project; and
iii) Technical advisory support to facilitate implementation and to enhance the quality and performance of all technical components of the Project.
The Traffic Safety Projects Management Unit now invites eligible consultants to indicate their interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Consultants may associate to enhance their qualifications. Those consultants who expressed interest in response to the previous REI must reapply.
A consultant will be selected in accordance with the Quality- and Cost-Based Selection (QCBS) procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers, May 2004.
Interested consultants may obtain further information at the address below from 7:30 to 12:00 and from 13:30 to 16:30, Monday to Friday.
