Request for Expressions of Interest

CROATIA

The Government of Croatia has received a grant from the Global
Environment Facility in the amount of USD 5,072,675 equivalent toward
the cost of the Karst Ecosystem Conservation Project, and it intends
to apply the proceeds of this grant to payments under the contract for
Biodiversity Conservation – Consulting Services.

The development objective of the Karst Ecosystem Conservation Project
is to seek stakeholder participation towards recommended best
practices in biodiversity conservation, and protection of the Karst
environment.

Ministry of Environmental Protection and Physical Planning now invites
eligible consultants to indicate their interest in providing the
following services:

- 1.Policy and planning. Task 1. 1. Strengthen Laws and Regulatory
Framework. Task 1.2. Management plan for the five parks (Plivice
National Park, Risnjak National Park, Paklenica National Park,
Northern Velebit National Park, Velebit Nature Park) in the KEC
area development. Task 1.3. Prepare Guidelines for Protected Areas
Management and Planning. Task 1.4. Analysis of Tourism Potential
and Tourism Related Economic Activities in the Project Region.
Task 1.4. Develop Local Tourism Capacity (Parks management
services)
- 2.Biodiversity Inventory and Mapping. Task 2.1. Inventory and
Mapping of Biodiversity in KEC area. Task 2.2. Inventory and
Mapping of Caves and Subterranean Biodiversity. Task 2.3.
Development of Karst Ecosystems Biodiversity GIS and database.
Task 2.4. Designate Network of highly Significant Biodiversity
Hotspots. Task 2.5. Revision of List of Taxa. Task 2.6. Protection
of Local Cattle Breeds, Sheep and Horses (Database services)
- 3.Monitoring. Task 3.1. Design and Implement a Monitoring
Program. Task 3.2. Monitoring Migration Corridors and Population
Dynamics of Large Carnivores. Task 3.3. Assessment of the Ogulin
Area and Kupa River for Protected Area Status. Task 3.4. Research
and Monitoring in Plitvice National Park (Parks management
services)
- 4. Regional Transboundary Cooperation. Task 4.1. Transboundary
Programming in Protected Area Management between Slovenia &
Croatia (General management consultancy services)
- 5. Training – Design and Conduct Training Programs in Task 5.1
GIS. Task 5.2 Biodiversity Monitoring. Task 5.3 Biodiversity
Interpretation and Education in protected areas. Task 5.4 Ranger
Training. Task 5.5 “People and Parks” Program for KEC protected
area sites (Training services)

The Consulting services under this contract are for KEC project
implementation activities related to: policy and planning for
protected area management; inventory and mapping of biodiversity in
the karst area; biodiversity monitoring; transboundary, regional
cooperation; and training. The KEC project location is in the Croatia
Highlands, which includes the mountain corridor of the Dinarids
between Slovenia and Bosnia Herzegovina. The project involves
biodiversity conservation activities in protected areas - four
national parks, one nature park - and in the surrounding communities.
The Ministry of Environment and Physical Planning (MEPP) will have
responsibility for implementation of the five-year project. Project
design is based on the results of five background studies (available
on the Ministry of Environment and Physical Planning web site:
www.mzopu.hr , under “projects” “KEC”.

Expected duration of the consulting services is 60 months.

Consultant should prepare a detailed activity schedule for all
implementation activities based on the PAD and in conformity with the
time schedule.

Interested consultants must provide information indicating that they
are qualified to perform the services (brochures, description of
similar assignments, experience in similar conditions, availability of
appropriate skills among staff, etc.). Consultants may associate to
enhance their qualifications. Consultants will be selected in
accordance with the procedures set out in the |World Bank| Selection
and Employment of Consultants by World Bank Borrowers[1].
