Request for Expressions of Interest

The Socialist Republic of Vietnam has received financing from the World Bank toward the cost of the Vietnam Road Safety Project and intends to apply part of the proceeds for consultant services. The services include the establishment of a comprehensive road accident database and analysis system for the whole of Vietnam to rigorously and consistently collect data about road accidents, as well as providing capacity for analyzing accident information for all activities relating to road safety, and sharing database information among Government of Vietnam (GOV) ministries and related agencies, including:
(a) reviewing the current situation on reporting of road accidents and recommend improvements and assist to setup available at all times a comprehensive road accident database with reliable and updated information.
(b) establishing an analyses system available to all interested stakeholders, which will identify road safety problems that can be targeted through a variety of specific interventions.
(c) designing the National Road Accident Database System (NRADS) and providing advice and assistance for selecting a system supplier.
(d) Assisting GOV agencies to manage implementation of the system.
The Traffic Safety Projects Management Unit now invites eligible consultants to indicate their interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Consultants may associate to enhance their qualifications. A consultant will be selected in accordance with the Quality- and Cost-based Selection (QCBS) procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers, May 2004.
Interested consultants may obtain further information at the address below from 7:30 to 11:30 and from 13:30 to 16:30, Monday to Friday.
Expressions of interest must be delivered to the address below by 30 June, 2008.
