 The U.S. House of Representatives seeks to acquire reliable and cost-efficient high-speed Internet services for its offices in Washington, DC and at the Alternate Computing Facility (ACF) in northern Virginia.

To satisfy the goal of business continuity, it is intended that solicitation will result in the award of more than one Indefinite Delivery, Indefinite Quantity (IDIQ) type contracts.  The duration of this contract consists of a three year base performance period with one two-year renewal options. 

The House has standardized its infrastructure on Cisco devices, and maintains compliance and interoperability with recognized industry standards

The House officially supports IPv4 as the routed protocol across its network environment and will provide future support for IPv6.

The House has the following unmanaged Tiered Internet services in operation:

  • 3 installations of OC-3s, with bandwidths of 100, 100, and 20 Mb,
  • 1 installation of DS-3 with a bandwidth of 27 Mb.
    • The House advertises its address space via BGP to the ISP and receives the entire Internet routing table from the ISP via BGP on the 100 and 100 Mb connections which are used for Campus services such as email and user Internet access.
    • The other two connections (27 and 20Mb) each have an ISP provided static IP subnet.  These connections are used for VPN access.

The purpose of this RFP is to solicit services that move the House towards higher bandwidth, while at the same time, leveraging newer technologies and maintaining provider as well as pathway diversity.

The House intends to award contracts to more than one ISP for its T-3 to Gig Ethernet Internet service, to ensure provider as well as geographic diversity.
