GENERAL PROCUREMENT NOTICE

Project Preparation Advance - Judicial Reform Project
Project ID No. P4420HR


The Government of Croatia has applied for financing in the amount of US$ 653,000 equivalent from the World Bank toward the cost of the Project Preparation Advance (PPA) of Proposed Judiciary Reform Project, and it intends to apply part of the proceeds to payments for consulting services to be procured under this project.

The project will include the following components:

Component 1 Reform of Court Administration and Financing
Component 2 Rationalization of Court Network and Prosecutor’s Facilities Upgrade (including Reconstruction Planning)
Component 3 Court Automation (including ICMS)
Component 4 Project Management

The major consultant assignment to be financed from the PPA shall include, but are not limited to, the following:

1. Consultancy services for review of (a) justice sector performance and resource management and (b) court administration modernization needs including action plan, implementation timeline and estimated financing needs.

2. Consultancy services for review of business processes for courts and State Attorney Offices, usage of facilities and organizational problems, including recommendations, an implementation plan, estimated costs, and timeline for optimizing usage of existing court and attorney facilities.

3. Consultancy services for developing design standards for selected justice sector facilities that define cost-effective, sustainable approaches to design and construction and that institutionalize physical requirements for an independent, effective and responsive justice sector. Consultancy services for proposed restructuring of selected courts and state attorney offices and analysis of facilities reconstruction needs based on adopted standards including recommendations for reconstruction, an implementation plan, estimated costs, and timeline.

4. Consultancy services for Justice Sector IT Audit including recommendations for IT organization within justice sector and implementation plan, estimated costs and timeline.

Consulting services will be selected in accordance with the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers published in May 2004 and revised in October 2006 (Consultant Guidelines).

Specific procurement notices for contracts for consultancy services will be announced, as they become available, in UN Development Business and dgMarket, as well as the Croatian state newspaper Narodne novine and on the web site of the Croatian Ministry of Justice.
