The Government of Croatia has received a grant from the GEF trough International Bank for Reconstruction and Development (IBRD) in the amount of US$ 5 million toward the cost of the “Croatia Agricultural Pollution Control Project”, and it intends to apply part of the proceeds to payments for goods, related services and consulting services to be procured under this project.

Brief description:
The objective of the Croatia Agricultural Pollution Control Project is to significantly increase the use of environmentally friendly agricultural practices by farmers in Croatia's Danube River Basin in order to reduce nutrient discharge from agricultural sources to surface and ground water bodies.
This GEF investment has four components and is a pilot activity to be implemented in three selected counties of Croatia:

(i) Osiječko-Baranjska;
(ii) (ii) Vukovarsko-Srijemska; and
(iii) (iii) Varaždinska.

The first project component consists of mitigating nutrient loads to water bodies from point-source pollution (manure management) which will assist the Government of Croatia to promote sustainable manure management practices with the objective of reducing nutrient loads to the surface and ground water bodies of Croatia.
The second component consists of development and promotion of agro-environment measures which will assist with the implementation of the Code of Good Agricultural Practices (CGAP), currently under preparation.
The third component consists of a public awareness and replication strategy which will disseminate the benefits of proposed project activities.
Finally, the fourth component consists of project management which involves the establishment of the Project Implementation Unit (PIU) whose aim is to mainstream project implementation functions.
The project will include the following categories (which will be procured under NCB method or complex consultant services):

Goods:
• Soil and water laboratory equipment
• Piezometer supply and installation
• Local sShopping for office furniture and equipment;
• Local sShopping for computer hardware and software
• Local sShopping for field equipment

Consultant services:
• M&E consultancy trough CQ
• Laboratory Quality Control study-CQ
• Project Audit – Least Cost Selection
• Assignment of Soil Testing and farm well water testing
• Various assignments for individual consultants

Procurement of contracts financed by the World Bank will be conducted through the procedures as specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits (edition: May 2004, revised October 2006), and is open to all eligible bidders as defined in the guidelines. Consulting services will be selected in accordance with the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers (edition: May 2004, revised October 2006).

Specific procurement notices for contracts to be bid under the World Bank’s National Competitive Bidding (NCB) procedures and for contracts for consultancy services Least Cost Selection (LCS) and Consultant Qualification Selection (CQS) will be announced, as they become available, in: UN Development Business and dgMarket as relevant, and in the Croatian daily newspaper Vecernji list or Jutarnji list, in the Croatian Official Gazette Narodne novine and on the web site from the Croatian Ministry of Agriculture, Fisheries and Rural Development (www.mps.hr).
