The Romanian Government has received a loan from the International
Bank for Reconstruction and Development in the amount of USD
55,000,000 equivalent toward the cost of the Employment and Social
Protection Project, and it intends to apply the proceeds of this loan
to payments under the contract for Procurement of Copying Systems.
Bidding for contracts financed by the International Bank for
Reconstruction and Development will be governed by the procurement
rules specified in the World Bank Procurement under IBRD Loans and IDA
Credits[1]. It is open to all bidders from eligible source countries
as defined in the guidelines.

The Employment and Social Protection Project will support the
Government's efforts to alleviate unemployment and poverty,
improve the efficiency and affordability of employment and social
protection services, and promote labour productivity and economic
competitiveness. The specific objectives of the project are to: 1)
strengthen the capacity of labor offices to administer increasing
numbers of claims for unemployment benefits and active labor
adjustment services (e.g. job placement, employment counseling,
training); 2) develop a flexible adult training system which responds
to evolving labor market demand resulting from economic restructuring;
and 3) implement reforms in social insurance and assistance programs,
targeting those population groups which are most vulnerable to falling
into poverty during and after the transition to a market economy.
Project components include: 1) General management and policy including
monitoring and policy analysis of new programs, automation of labor
and social protection offices to support and improve the management of
programs to be introduced, and project management support to expand
and strengthen the already functioning Project Coordination Unit
established under the Technical Assistance and Critical Imports (TACI)
Project; 2) employment and training which comprises employment
services, career information and counseling, and adult training; and
3) social protection.

Ministry of Labour and Social Solidarity now invites sealed bids from
eligible bidders for the following lot:

- Copying Systems; Inland delivery and installation in 91 places
from Romania of these goods; Warranty services (Copying equipment)
- 100

The delivery is to be accomplished in 12 weeks.

Bidding is allowed for the whole lot only.

Interested eligible bidders may obtain further information from and
inspect the bidding documents at Ministry of Labour and Social
Solidarity at the address below. A complete set of bidding documents
in English may be purchased by interested bidders on the submission of
a written application to the address below and upon payment of a
nonrefundable fee of USD 100. or in EURO/ ROL equivalent on the
National Bank of Romania exchange rate. The method of payment will be:
by order in the account ROL: 251100930038495 account EURO/USD
251100230038495, bank: Romanian Bank for Development – Groupe Societe
Generale - CONTA, beneficiary: Ministry of Labour and Social
Solidarity). Direct payment by check or cash at the Ministry
headquarters will not be accepted. The document will be sent by
worldwide mail - courier services.

Bids must be delivered to the address below by 10:00 on 18 August
2002. All bids must be accompanied by a bid security equivalent to USD
25. or an equivalent amount in a freely convertible currency. Late
bids will be rejected. Bids will be opened in the presence of bidders'
representatives who choose to attend at the address below on 18 August
2002 at 10:15.
