HELIOPOLIS TRAM UPGRADING AND EXTENSION

Request for Expressions of Interest


The Ministry of Housing, Utilities & Urban Development (MOHUD) of the Arab Republic of Egypt, General Organization of Physical Planning (GOPP), has obtained a Japan Policy and Human Resources Development (PHRD) grant towards preparation costs of the Integrated Governorate Development Project- Greater Cairo Development Project (GCDP). The Government of Egypt intends to apply part of the proceeds for consultant services regarding PREPARATION OF PRELIMINARY ENGINEERING DESIGN AND BID DOCUMENTS - HELIOPOLIS TRAM UPGRADING AND EXTENSION.

The objective of this assignment is to prepare preliminary engineering designs, with options, for the first phase upgrading of Heliopolis Tram system into a Light Rail Transit, including extension of the system from Heliopolis to New Cairo City via Naser city, and prepare design-build bid documents. More specifically, the consulting firm shall:
• Propose alternatives, discuss and design standards for the proposed first phase Heliopolis tram system upgrade and extension
• To prepare preliminary engineering designs (with options as appropriate) for the first phase upgrading and extension of the system, including all passenger facilities, power system, grade separation, etc.
• To determine the approximate system capital and operating cost, likely revenue, and estimated subsidies required of Government to operate and maintain the system
• To prepare draft bidding documents for a design-build contractor who will construct that portion of the system assigned to the public sector.
• To design associated traffic management measures along the Girls College to Cairo Ring Road and the section of the system into New Cairo, including traffic signal installations, tram/street crossings, pedestrian crossings, street lighting, and on-street parking measures.
This study will be build in good analytical work that have already been carried out and be conducted in conjunction with a separate study to determine and design the most suitable public-private-partnership (PPP) arrangements and concession agreement.

The General Organization of Physical Planning (GOPP) now invites eligible consulting firms to indicate their interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Consulting firms may associate to enhance their qualifications. Services should be performed from beginning of July 2008 for ten months.

A consulting firm will be selected in accordance with the procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers “edition of May 2004 revised October 2006”. Expressions of interest must be delivered to the address below by 2:00 p.m.(local time) [April 21, 2008].
