7. Contract description: To provide technical support to the Ministries
of Economic Affairs and the Department of Sustainable Development and
Environment to implement the energy component of the Special Framework of
Assistance (SFA) EU Banana Support Programme 2006.
The overall objective of the programme is to contribute to sustain
economic growth, assist economic diversification as foreseen under article
3.2 (a&b) of Council Regulation 856/1999 and fostering sustainable
livelihoods in rural communities. The programme component specifically
seeks to complement and support ongoing national initiatives to include,
inter alia:
(i) completion and formulation of the Energy Sector Policy and regulatory
framework;
(ii) implementation of specific activities in the Sustainable Energy Plan,
e.g. conduct studies to assess potential sources of renewable energy;
public education and communication programme on renewable energy.
8. Indicative budget: EUR 250 000.

11. Legal basis: Council Regulation (EC) No 856/1999 of 22 April
establishing a special framework of assistance for traditional ACP
suppliers of bananas.
