INSTITUTIONAL REFORM AND CAPACITY BUILDING PROJECT

CONSULTING SERVICES FOR DATA COLLECTION FOR CONSTRUCTING A PROPERTY CADASTRE AND BUSINESS REGISTER IN FREETOWN CITY COUNCIL

The Government of the Republic of Sierra Leone (hereinafter called “Borrower”) has received financing from the International Development Association (IDA)] (hereinafter called “The Grant”) toward the cost of Institutional Reform and Capacity Building Project (IRCBP). The Borrower intends to apply a portion of the funds to eligible payments under the contract for this Consultancy Service.

The Local Government Finance Department of IRCBP intends to carry out a field data collection exercise in Freetown City Council for constructing a Property Cadastre and Business Register.

This main objective of the Consultancy Service is to assist the Freetown City Council (FCC) develop a strategy to improve the ability of the council to mobilize locally generated revenues – with specific focus on property rates and business licenses. The specific objectives include:
• To capture the information required for constructing the primary business and property registers within Freetown
• To capture the information required for proposing a simple assessment methodology for business licenses fees and the rating for properties that would be managed by the FCC
• To evaluate and refine the operational methodology for data collection and registration with an aim of replicating the exercise in other local councils.


The IRCBP now invites eligible consultancy firms to indicate their interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc). Consultants may associate to enhance their qualifications.

The Consultancy Service is expected to span 14 weeks and interested Consultants must ensure that they are available to start work by 15 July 2008.

It is important that Consultants understand that this consultancy service is to be conducted in Freetown, Sierra Leone.

The Request for Proposal (RFP) that would be prepared based on this Request for Expressions of Interest will provide shortlisted consultants ONLY four weeks within which to submit their Technical and Financial Proposals.

A consultancy firm or firms (in the case of a joint venture) will be selected in accordance with the procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrower, May 2004.

Interested consultants may obtain further information at the address below from 9am to 5pm, Monday to Friday.

Expressions of interest (EOI) must be delivered in sealed envelopes, or by email attachment to the address below by 1100 hours GMT on 25 April 2008.
