This Invitation for Expression of Interest follows the General Procurement
Notice for this project which was published in Procurement Opportunities
on 11.3.2008, under project ID 5698-GPN-38501.
1. Introduction
ZAGREBACKI HOLDING, D.O.O., (the "Company"), in the Republic of Croatia,
has received a loan from the European Bank for Reconstruction and
Development (the "Bank") and intends using the proceeds to improve and
upgrade the water and waste water network in the City of Zagreb. The
proposed project, to be financed from the loan, has a total estimated cost
of about EUR 60 000 000 and will include the following contracts for works
and consultancy services:
1 Supervision and design - waste water and water supply (consulting)
2 East Zagreb water supply (works)
3 Cerje Reservoir water supply (works)
4 West Zagreb water supply (works)
5 WLM I water supply (works)
6 WLM II water supply (works)
7 New Zagreb waste water (works)
8 Trešnjevka waste water (works)
9 East Zagreb waste water (works)
2. Objectives of the assignment
The required services comprise the following:
- to arrange overall project coordination including assistance to the PIU
in all aspects of project management and compliance with the Loan
Agreement and other mandates,
- design part of the works,
- review the existing design documents and harmonize with those design
documents made by the Consultant,
- preparation of tender documents;
- engineering and procurement services;
- evaluation of tenders;
- contract negotiations; and
- supervision of installations works under the local laws.
To work with the EBRD loan, a Project Implementation Unit (PIU) is being
organised to operate within the Company, and staffed by local personnel.
The PIU's activity is aimed at the co-ordination of all activities under
the Project and co-operation between the representatives of the Company on
the project sites and the contractor, as well as at improvement of the
project management mechanisms. To support the Company and the PIU in all
aspects of the project implementation, including technical specifications,
correspondence, reports, tender documentation (only for the second
tranche), tendering (only for the second tranche), tender evaluation,
contract finalisation and supervision of all contracts, the Company intend
to hire a reputable firm or consortium of firms (hereinafter the
Consultant). The Consultant will work in close cooperation with the PIU.
It is expected to commence the assignment in the 2nd Quarter of 2008 and
the duration is approximately four years (2008-2011).
3. Invitation to submit expressions of interest
Interested firms are hereby invited to submit expressions of interest.
The Consultancy contract will be financed with the proceeds of a loan from
the Bank and will be open to firms from any country. The proceeds of the
Bank's loan will not be used for the purpose of any payment to persons or
entities, of for any import of goods, if such payment or import is
prohibited by a decision of the United Nations Security Council taken
under Chapter VII of the Charter of the United Nations or under a law of
official regulation of the Purchaser's country.
The Consulting Firm should:
Have staff comprising highly qualified specialists having substantial
experience in the following areas: in-depth knowledge and experience in
modeling procedures and design of combined urban drainage systems and
water supply systems larger than 100 000 inhabitants in Croatia or 100 000
in the region, knowledge of GIS (Graphic Information System) and SCADA,
procurement; project control and reporting; contracting; project
accounting and disbursement; supervision of works of similar nature and
complexity; all in accordance with and following the procurement rules of
the EBRD.
In order to determine the capability and experience of consulting firms
seeking to be short listed, the information submitted should include the
following:
- Company Profile
The determination of the brief description of past history and current
organization and management will provide an assessment whether the
consultant will be able to cover the needs of the project and would the
ownership structure - preferably completely independent with clear
communication lines - give any potential conflicts of interest that could
influence the project. In accordance with EBRD procurement rules, firms
providing consulting services under this contract cannot also take part in
the works contracts.
- Experience in Similar Projects
Recent experience - minimum 3 projects of similar size in the last 10 (K1)
years - from similar projects will be determined to assess the
qualification of the consultant in the field of the assignment. The
consultant must show experience in handling projects of similar size and
scope of works and that the knowledge in all technical fields required is
available inside his organization. In assessing the technical competence
of consultants the number of projects on which the consultants have been
engaged is important, as well as the level of responsibility commensurate
with the requirements of the assignment.
- Local Experience
The extent of local experience on similar projects is a measure of how
closely the consultants' experience matches the proposed consultancy
services. A good match of local experience enables the consultant to
confidently execute the services with dispatch, since the initial
familiarisation period can be reduced. In addition, some engineering
inputs will require locally licensed qualified staff. Therefore
participation of relevant local consultants is crucial for the overall
success of the project. In case of foreign consultant, past experience in
co-operation with local consultants or implementing tasks similar to the
assignment in the Country is an asset.
- Relevant Staff CVs
The personnel proposed at the professional level will illustrate the key
staff capability of the consultant for handling the Project. The
consultant should propose a mix of experienced engineers, other
experienced professional engineering staff, procurement and financial
experts with not less than 10 years relevant experience.
- Finances and Professional Indemnity Insurance (PII).
The determination of the financial capability will disclosure of whether
or not the consultant is bankrupt, or is engaged in bankruptcy proceedings
and has a sound economy and a reasonable solidity within last 5 years. In
the pre-selection process only those consultants will be considered whose
financial resources are judges to be appropriate for the amount of the
work to be performed. Information of (PII) will be analyzed to ensure that
the consultant has adequate insurance policy, given the magnitude of the
Project and scope of the assignment.
- Quality Assurance
To demonstrate the consultant's capability to fulfill his obligations on
the highest level of standard, he should give a short approach for his
quality assurance measures for this project, which adequacy will be
assessed.
Consultants may associate in joint ventures to enhance their
qualifications.
A Joint Venture Partnership (JVP) is a joint venture where all partners
contract with the Employer and are jointly and severally liable to the
Employer for the performance of the Contract.
In such case, the Consultant shall describe
- Joint venture (JV) structure indicating the lead member or partner of
the joint venture. Within the JV, the description should demonstrate that
the various organisations would be effectively managed to work together;
- Allocation of tasks and responsibilities between the Joint Venture
members or partners with regard to provision of services; and
- Involvement of local support and the planned roles of the companies.
The above information should not exceed 50 pages including CVs of key
personnel.
2 copies of the above information, in English, preferably with Croatian
translations for the Employer's convenience, should be submitted to the
address below in an envelope marked "Expression of Interest for the
Consultant for Zagreb Holding Water and Sewer Investment Project -
Consultancy Services". In view of the urgency of the requirement, fax and
email submissions will also be accepted.
Expression of Interest has to be submitted no later than the date stated
above.
