Governance Assistance Project

IFB Title: Supply and Installation of Server Computers for Head and Local Offices
IFB Number: GAP/G/B3-25
1. This Invitation for Bids follows the General Procurement Notice for this Project that appeared in Development Business, issue no. 677 of 30 April 2007.
2. The Mongolia has received a grant from the International Development Association toward the cost of the Governance Assistance Project, and it intends to apply part of the proceeds of this grant to payments under the Contract # GAP/G/B3-25 for Supply and Installation of Server Computers for Head and Local Offices.
3. The National Statistical Office of Mongolia now invites sealed bids from eligible and qualified bidders for Supply and Installation of Server Computers for Head and Local Offices.
4. Bidding will be conducted through the International Competitive Bidding (ICB) procedures specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits, and is open to all bidders from Eligible Source Countries as defined in the Guidelines.
5. Interested eligible bidders may obtain further information from and inspect the Bidding Documents at the address given below stated at the end of this ITB from 9:00 am to 5:00 pm, Ulaanbaatar (local) time.
6. Qualifications requirements include:
Experience viability:
• The Bidder must have executed at least two similar contracts in the past three years. Reference to the past clients shall be included in the bid.
Financial viability:
• Audited Financial Statements for the last two years, in 2006 and 2007.
• The Bidder’s annual sale revenue in the past two years must not be less than USD 120,000.
A margin of preference for certain goods manufactured domestically shall be applied. Additional details are provided in the Bidding Documents.
7. A complete set of Bidding Documents in English may be purchased by interested bidders on the submission of a written Application to the address below stated at the end of this ITB and upon payment of a non refundable fee USD 150. The method of payment will be in cash or bank transfer to the Bank Account, Governance Assistance Project Operating Account # 499106587 at the Trade and Development Bank of Mongolia, Swift Code: TDBMMNUB, Beneficiary’s bank address: Juulchnii Street 7, Baga Toiruu 12, Chingeltei District, Ulaanbaatar, Mongolia. All Bank charges are to be borne by the Bidder. The Bidding Documents will be sent by courier services for overseas delivery and surface mail for local delivery, or by electronic means if electronic bidding is permitted.
The application for the bidding documents should clearly state the following information: Bidder’s name, the address to which bidding documents should be delivered, telephone and fax numbers, e-mail address and website if any. The application should be accompanied by written proof of payment of nonrefundable fee.

8. Bids must be delivered to the address below stated at the end of this ITB before 11:00 am Ulaanbaatar (local) time, May 9, 2008. Electronic bidding will not be permitted. Late bids will be rejected. Bids will be opened in the presence of the bidders’ representatives who choose to attend in person at the address below stated at end of this ITB, at 11:00 am (Ulaanbaatar time), May 9, 2006. All bids must be accompanied by a Bid Security of no less than two percent of bid price.
