Invitation for Bids (IFB)

1. This invitation for bids follows the general procurement notice for this project that appeared in Development Business, issue on March 14, 2008.

2. The Government of the Philippines has received a loan from the International Bank for Reconstruction and Development toward the cost of Judicial Reform Support Project, and it intends to apply part of the proceeds of this loan to payments under the contract for Supply and Delivery of various ICT Equipment for the Court of Appeals

3. The Supreme Court of the Philippines now invites sealed bids from eligible bidders for the Supply, Delivery and Installation of Various ICT Equipment for the Court of Appeals. The delivery and installation period is within forty five (45) days upon issuance and receipt of the Notice to Proceed (NTP)

4. Bidding will be conducted through the international competitive bidding procedures specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits, and is open to all bidders from eligible source countries as defined in the Guidelines.

5. Interested eligible bidders may obtain further information from the Bids and Awards Committee for the Action Program for Judicial Reform (BAC-APJR) Supreme Court of the Philippines and inspect the bidding documents at the address given below from Monday to Friday 8:00 A.M. to 4:00 P.M.

6. A complete set of bidding documents in English may be purchased by interested bidders upon submission of a written application to the address below and upon payment of a nonrefundable fee in the amount of Two Thousand Five Hundred Pesos (Php 2,500.00). The method of payment will be in cash or cashier’s check or in any convertible currency.

7. Bids must be delivered to the address below on or before 3:30 p.m. on 28 April 2008. To further encourage competition, bidders may submit individual bids for any or all of the lots listed below, bids will be evaluated and awarded per lot. All bids must be accompanied by a bid security in the following form and amount:

LOT 1
Description of Items: 209-Desktop Computer, 209-Un-interruptible Power Supply (UPS) and 143 -Laser Printer
Amount of Bid Security in the form of Manager’s Check, Bank Draft, or Irrevocable Letter of Credit: P167,750.00
Amount of Bid Security in the Form of Bank Guarantee: P251,625.00
Amount of Bid Security in the Form of Surety Bond Callable on demand: P419,375.00

LOT 2
Description of Items: 5-Scanner, 4-digital Projector and 1-Fax Machine
Amount of Bid Security in the form of Manager’s Check, Bank Draft, or Irrevocable Letter of Credit: P5,560.00
Amount of Bid Security in the Form of Bank Guarantee: P8,340.00
Amount of Bid Security in the Form of Surety Bond Callable on demand: P13,900.00

LOT 3
Description of Items: 1-unit Photocopier

8. The Supreme Court of the Philippines will hold a Pre-Bid Conference open to all interested parties on 14 April 2008, 2:00 p.m. at the Supreme Court Training Center, Ground Floor, Centennial Building, Padre Faura St., Ermita, Manila
