SECTION II: OBJECT OF THE CONTRACT
II.1) DESCRIPTION

II.1.5) Short description of the contract or purchase(s): Established in
September 2004, the Commission for Taxi Regulation's principal function is
the development and maintenance of a regulatory framework for the control
and operation of small public service vehicles (SPSVs) in Ireland. SPSVs
consist of taxis, hackneys and limousines, which vehicles can be licensed
to carry up to 8 passengers exclusive of the driver. Wheelchair Accessible
Vehicles also play a key role in the delivery of services to people with
disabilities and people who wish to travel in their wheelchairs.
On-going personal and professional development is a key feature and
necessary requirement of any successful business. Through the introduction
of the planned SPSV Skills Development Programme, the Commission aims to
equip existing drivers, dispatch operators and those considering a career
in the industry with the knowledge, skills and professional attributes to
obtain a licence and maintain a successful business.
To this end, the Commission for Taxi Regulation wishes to establish
framework agreements, based upon an initial contract, for the following:
Lot 1: Development and production of master copy DVD.
Lot 2: Technical writing of manuscript.
Lot 3: Sourcing and collation of subject matter.
Applications may be entered for the following combination of lots:
Option A): All 3 lots.
Option B): Lot 1 only
Option C): Lot 2 only
Option D): Lot 1 and 3
Option E): Lot 2 and 3
It is emphasised that it is not possible to tender for Lot 3 alone, as
although consisting of a clear deliverable, the knowledge gained in
undertaking the work of Lot 3 cannot be separated from the development of
the manuscript or DVD.
The Commission reserves the right to award all or none of the above lots
to one or more suppliers. Should 2 or more parties be appointed following
the tender process it is essential that they be prepared to cooperate
fully with one another to deliver services to the complete satisfaction of
the Commission.
Further contracts may be added in due course, but subject always to the
discretion of the Commission.

II.2) QUANTITY OR SCOPE OF THE CONTRACT
II.2.1) Total quantity or scope: Both the manual and DVD must
compehesively cover each of the 11 modules referred to above. The manual
and DVD must each have the capability of being used sepatately, or in
conjunction with each other, as stand-alone learning aids, to enable
self-directed learning by candidates for the Skills Assessment.

SECTION IV: PROCEDURE

Justification for the choice of accelerated procedure: Urgent requirement
for which normal timescales unsuitable.
IV.1.2) Limitations on the number of operators who will be invited to
tender or to participate: Envisaged minimum number: 5.
IV.2) AWARD CRITERIA
IV.2.1) Award criteria: The most economically advantageous tender in
terms of the criteria stated in the specifications, in the invitation to
tender or to negotiate or in the descriptive document.

SECTION VI: COMPLEMENTARY INFORMATION
VI.3) ADDITIONAL INFORMATION: The Commission will not be responsible for
any costs, charges or expenses incurred by candidates or tenderers
involved in this contract award process.
Contract award may be subject to approval by the competent authorities.
THE FOI Act applies to the Commission for Taxi Regulation and therefore
all candidates should indicate whether any of the information provided by
them in the course of this procedure is to be treated as sensitive
commercial information which should remain confidential to the Commission.
The successful tenderer(s) will be required to furnish a valid tax
clearance certificate from the Irish Revenue Commissioners.
Contract award may be subject to clarification interview.
The Commission are establishing single party framework agreement(s) for a
period of 4 years. The initial contract(s) relate to the introduction of
skills development materials to equip both existing drivers and those
considering a career in the industry in order to obtain an SPSV licence.
Future contracts if required will relate to further enhancements in this
area. As and when the Commission has a subsequent requirement they will
consult the single member of the framework agreement(s) in writing with a
request to provide a supplementary tender covering the new contract area.
All contracts awarded under the framework agreements will be subject to
regular and satisfactory performance review in addition compliance with a
Service Level Agreement to be signed at the contract award stage.
Admittance to the framework agreement will be subject to the successful
tenderer(s) formal acceptance of the Commission's framework terms and
conditions, which will be issued in draft form as part of the tender
documents.
