SPECIFIC PROCUREMENT NOTICE

Expressions of Interest

This request for expressions of interest follows the general procurement notice for this project that appeared in Development Business Issue No.: 708 dated 16 August 2007

The Bosnia and Herzegovina has received a credit from the International Development Association (IDA) in the amount of US$ 21 million equivalent toward the cost of the Agriculture and Rural Development Project, and intends to apply part of the proceeds of this credit to payments under the contract for International individual consultant – Epidemiology study for Classical Swine Fever (CSF)
(Ref. No.: BA-ARDP-4325-IC-BL-CS-08-015-SVO).

The services include:

(i) Participation in preparation of the proposal of an epidemiological study on CSF in domestic and wild swine population. The preliminary assessment will represent the basis for study design, which should be scientifically based, feasible within currently available institutional framework and resources and acknowledge international recommendations and experiences from countries dealing with CSF in domestic and wild swine population. The proposal of the study will provide adequate, sufficient and detailed description of data collection and management procedures including schemes, protocols, frequency and distribution of sampling of the animals. All laboratory testing protocols applied in the study have to be described, justified and harmonized with protocols laid out in current relevant national and international (EU) legislation and OIE recommendations, as well as with capacities and competencies of existing animal health laboratories in the country.

(ii) Providing special emphasis needs to be placed on defining the role of the National Reference laboratory in the CSF epidemiology study. Referring on relevant international standards and recommendations on laboratory techniques for direct and indirect evidence of CSF, the consultant will evaluate current conditions and practices in animal health laboratories in the country.

(iii) Preparing inventory of potential needs and resource requirements. The inventory needs to be in accordance to proposed activities in study implementation, and should be given separate for equipment, materials and services according to phases/sections of the study (data collection and management, sample collection and laboratory testing, data analysis, administrative and other cost etc.). Laboratory equipment and training beneficiary laboratories need to be directly and specifically suggested.

The assignment will take approximately overall 30 days (10 days for design of epidemiological study, 10 days for laboratory need assessment and 10 days for evaluation of results of the study). Days will be assigned during the period starting from May - October 2008.

The Ministry of Agriculture, Water management and Forestry of Republika Srpska now invites eligible consultants to indicate their interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the services and has to meet following requirements:
• to hold at least a degree in Veterinary Medicine plus a masters level veterinary diploma. Academic and/or practical competencies specifically related to swine viral diseases epidemiology, laboratory and clinical aspects are highly preferred.
• 5-7 years working experience, of which at least 5 years of experience in relevant field of designing and evaluation of epidemiological studies and elements and tools for animal diseases surveillance systems. Involvement in national and international projects concerning swine viral disease or more specifically CSF is highly preferred.
• to be familiar with sophisticated analytic skills, including economic assessment methods, analytic epidemiology tools (causality of disease and assessment of risk factors) and epidemiological modeling. .
• to be familiar with procedures and characteristics of different laboratory testing protocols for CSF.
• Close acquaintance and experience with internationals standards, recommendations and practices relevant to CSF detection, containment and eradication is asked. Experience in work with international animal health agencies, involvement in international work funded by any of EU, OIE or UN agencies or other relevant international donors are highly preferred.
• Fluent English speaking/writing skills.

A consultant will be selected in accordance with the procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers, May 2004, revised October 2006.
