CH2M-WG Idaho, LLC (CWI), is a FAR Based Contractor under contract with the Department of Energy (DOE) to perform cleanup at the Idaho National Laboratory (INL) Site near Idaho Falls, Idaho. CWI is seeking qualified businesses with the knowledge, experience and resources to design and fabricate an air beam supported fabric structure. The fabric structure will be used as an environmental enclosure to house a mixed waste exhumation operation beginning in 2008 at the Radioactive Waste Management Complex (RWMC) at the INL.
The INL is located in southeastern Idaho and occupies 890 mi2 on the northeastern region of the Snake River Plain. RWMC was created in 1952 for the disposal of radioactive waste. Waste was disposed of in pits and trenches. Historically, waste containing radioactive and hazardous substances was managed in accordance with laws and disposal practices current at that time. Present day operations involve exhuming targeted mixed waste, repackaging and shipping to a waste repository.
A large air beam supported fabric structure will be erected on site to protect the exhumation operation from the environment and prevent the spread of hazardous and radioactive contamination. Air handling equipment (provided by others) that will be attached to the outside of the building will maintain a minimum negative pressure differential of 0.1 in of water gage between the building inside and outside, in addition to delivering fresh air at a minimum of 8 complete air changes per hour, and exhausting this air through HEPA filters. The minimum clear interior dimension required is 80 ft x 140 ft, although larger sizes up to 300 ft x 340 ft in plan are preferred.
The large building will feature a suspended fabric ceiling to separate the operating space from the dome of the structure and thereby reduce the volume of air that is circulated. The fabric ceiling shall be suspended by a hanger system 25 ft above the ground level and be constructed of lightweight fabric conforming to NFPA 701. The suspended ceiling fabric is not required to form a sealed barrier between the upper and lower areas but shall provide an air flow barrier with nominal leakage.
A 20 ft wide passageway (or tunnel) will also be provided to connect the building to an adjacent building located approximately 25 ft away and must be included in the 8 complete air changes per hour. The passageway will be used to transport equipment and materials into and out of the building under controlled conditions. The passageway will have double rollup fabric door airlock assembly at the north end included in this work scope and a single rollup door at the south end, which is not included in this work scope. The passageway will be connected to a fabric tent structure and centered on a 16 ft wide by 16 ft high door frame.
The building and passageway will be completely portable and shall be anchored and sealed to the earth along the building perimeter The building manufacturer shall provide the design only for the anchoring system. Soil anchors will not be permitted as a means of building restraint.
The building and passageway structures shall be capable of withstanding a wind speed of 90 mph, peak 3-second gust, Exposure C from any direction, a snow load using a ground snow load of 35 psf, seismic loads in accordance with IBC, and collateral loads of 10 psf with importance factors per IBC, occupancy category IV. The fabric material shall be compliant with NFPA 701. Four personnel airlocks will be provided for emergency and normal egress in the large building. The operational life of the building, passageway, and anchoring system shall be 20 years.
The airhandling equipment will be provided by others and will be designed to be portable skid mounted. Fans and HEPA filters and inlet air dampers will be connected to the building using flexible duct attached to metal framed openings attached to the building fabric. Provide four 4 ft square framed openings per building side. Each framed opening to have a leak tight detachable cover that resists applied building loads if openings are not used as an active opening for moving air.
The building will be installed by others utilizing directions provided by the vendor. Lighting, fire protection devices and other electrical and electronic devices will be designed by others and mounted on portable stands inside the building.
This is a sources sought announcement designed to identify and qualify potential sources interested in this project. This announcement is not a solicitation. Small businesses who submit a qualified response will be maintained on a list as sources for a possible future solicitation. It is anticipated that a request for proposal will be issued by summer 2008. The respondent must be capable of delivering the building within 60 days of approval to fabricate by CWI.
Respondents pre-qualification submittal packages shall include the following:
1) PROJECT EXPERIENCE: a) List at least two similar buildings that respondent has designed and fabricated during the last five years. The listed buildings must be similar in scope and involve work of similar complexity as the work covered by this notice b) For each building listed provide i) client name, and the name, title, email and telephone number of the client point of contact, ii) dollar value, iii) description of building, iv) and dates of performance and for whom the work was performed. The client point of contact must be able to address respondents performance.
2) FINANCIAL CAPABILITY: Provide respondents Annual Report or current audited financial statement and current quarterly financial statement. (Only one copy of the financial documents is required.)
3) QUALITY PROGRAM a) Copy of the table of contents for the respondents Quality Assurance Program (QAP) and b) Evidence that respondents QAP has been certified under previous projects to meet the requirements of DOE Order 414.1, 10 CFR 830.120, ISO 9001, and NQA-1 2000, as applicable
4) SUBTIERS: If respondent will have subtier subcontractors, the scope that each subtier is proposed to perform must be identified and the applicable backup documentation identified in Items 1 and 2 above must be provided for each subtier.
Submittal packages must be limited to 50 pages. For the sake of consistency, structure your submittal to match the order of the 4 submittal requirements as listed above and use standard 3 ring binders.

As solely determined by CWI, the omission or failure to correctly and satisfactorily respond to any pre-qualification criterion as required above may result in the respondents elimination from further consideration.
Interested Subcontractors shall submit four (4) hard copy submittal packages to:
