Public Sector Modernization Project
GENERAL PROCUREMENT NOTICE
Credit No. 3891-0AM

The Republic of Armenia has received financing in the amount of US$ 11.28 million equivalent from the World Bank toward the cost of the Public Sector Modernization Project, and it intends to apply part of the proceeds to payments for goods, works, related services and consulting services to be procured under this project. This project will be jointly financed by the United State Agency for International Development (USAID) and Deutsche Gesellschaft für Technische Zusammenarbeit (the GTZ)].

The project will provide support for the design and implementation of “second generation” institutional reforms, in particular those that aim to strengthen management systems in state institutions and those that have direct impact on improving the business environment. The project will consist of six components, which will fund key innovations in horizontal management processes and capacity building in specific institutions in Armenian Public Administrations. The main project components are: i) Strengthening Civil Service Management; ii) Introducing E-procurement; iii) Strengthening the Chamber of Control of the RoA; iv) Improving Policy Formulation and Implementation Through Capacity Building; v) Developing Capacity in Local Governments and (vi) Project Management, Surveys and Communications.

The project will include the following goods and services:
- Developing public management development strategies, as well as conceptual and legal frameworks
- Provision of software and hardware consultancy services
- Supplying IT equipment and accessories, office equipment
- Training Services.
- Minor goods, operating expenses and consulting services, surveys needed for the project and its administration activities.

Procurement of contracts financed by the World Bank will be conducted through the procedures as specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits published in January 1995 and revised in January and August 1996, September 1997 and January 1999, and is open to all eligible bidders as defined in the guidelines. Consulting services will be selected in accordance with the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers published in January 1997 and revised in September 1997, January 1999 and May 2002.

Specific procurement notices for contracts to be bid under the World Bank’s international competitive bidding (ICB) procedures and for contracts for consultancy services will be announced, as they become available, in the UN Development Business and dgMarket, as well as in “Hayastani Hanrapetutyun” local newspaper.

Interested eligible bidders who wish to be included in the mailing list to receive invitations to prequalify/bid under ICB procedures, and interested consultants who wish to receive a copy of advertisement requesting expressions of interest for consultancy contracts, or those requiring additional information, should contact the address below.
