Consultant Services

REQUEST FOR EXPRESSIONS OF INTEREST


This request for expressions of interest follows the general procurement notice for this project that appeared in Development Business No.708 of August 16, 2007.

Bosnia and Herzegovina has received a credit from the International Development Association (IDA) toward the cost of the Agriculture and Rural Development Project, and it intends to apply the part of the proceeds of this credit to payments for consulting services to be procured under the contracts for:

The services include:

Review current inspection procedure, data recording activities, plans for development of improved inspection recording activities, current laboratory information management system and assist and /support the Food Safety Agency to prepare:
• specifications for design of a software product in a form suitable to provide the basis for a future software design contract under the Agriculture and Rural Development Project (BHARDP);
• specification for supply of hardware products to meet the needs of the above system, in a form suitable to provide the basis for a future procurement contract under the BHARDP,

The assignment of the Consultant shall be 2 months in 2008, divided over two missions to Bosnia and Herzegovina.


• The Consultant should have at least 10 years IT experience, with a proven track record of analysis of complex systems and the design of software applications and hardware Consultant should have relevant qualification in system analysis and/or programming and/or IT management. Experience should include the development of database systems accessed through extranet/virtual private networks. A demonstrable track record of development of applications for regulatory control activities is essential;
• experience in the design and implementation of databases and user applications;
• experience of large-scale network implementations and Project Management and work-Flow re-design;
• experience in linking and inter-operating between IT systems;
• excellent written and spoken English;
• experience in medical, veterinary and agri-science and food safety projects is preferable;
• experience of working in transition countries, especially those of Central and Eastern Europe, would be an advantage.



Food Safety Agency through Project Implementation Unit (PIU) for Forestry and Agriculture now invites eligible consultants to indicate their interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the services (CV, description of similar assignments, diploma, experience in similar conditions, etc. ).

The consultant will be selected in accordance with the procedures set out in the World Bank's Guidelines: Selection and Employment of Consultants by World Bank Borrowers, May 2004 (revised October 2006).

Interested consultants may obtain further information at the address below from 9.00 to 16.00 hours, Mondays to Fridays.

Expressions of interest (with stated title of consulting services) must be delivered in one original and two copies to the address stated below by 12:00 hours; March 13, 2008.
