REQUEST FOR EXPRESSIONS OF INTEREST


This request for expressions of interest follows the general procurement notice for this project that appeared in Development Business No.708 of August 16, 2007.

Bosnia and Herzegovina has received a credit from the International Development Association (IDA) toward the cost of the Agriculture and Rural Development Project, and it intends to apply the part of the proceeds of this credit to payments for consulting services to be procured under the contract for:

The services include:

Assist the Food Safety Agency to develop and launch an independent risk analysis strategy as well as a national inspection system and national Rapid Alert System for Feed and Foods (RASFF), to prepare framework for the gradual establishment of a unitary food control system and development of required food safety and veterinary regulations, based on EU directives and regulations, including food hygiene regulations, Hazard Analysis Critical Control Point (HACCP) requirements and compositional requirements.

The Services of the Consultant are required for a period of 2 months.

The Consultant shall have the following minimum qualifications and experience:
• Post-graduate degree in food science, medicine, veterinary medicine or a related science and minimum of 10 years professional experience in food safety risk assessments , management and communication after graduating;
• excellent written and spoken English;
• good computing ability including Word, Excel, E-mail skills;
• experience of working with food safety authorities in transition countries, especially those of Central and Eastern Europe, would be an advantage.

Food Safety Agency through Project Implementation Unit (PIU) for Forestry and Agriculture now invites eligible consultants to indicate their interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the services (CV, description of similar assignments, diploma, experience in similar conditions, etc. ).

The consultant will be selected in accordance with the procedures set out in the World Bank's Guidelines: Selection and Employment of Consultants by World Bank Borrowers, May 2004 (revised October 2006).

Interested consultants may obtain further information at the address below from 9.00 to 16.00 hours, Mondays to Fridays.

Expressions of interest (with stated title of consulting services) must be delivered in one original and two copies to the address stated below by 12:00 hours; March 13, 2008.
